Law 39/2010, of 30 June, credit supplement to grant public aid to the legally constituted sports organizations since the General Council in its session of June 30, 2010 has approved the following: Law 39/2010, of 30 June, credit supplement to grant public aid to sports entities legally constituted reason article 51 of title VIII of the law of the sport of 30 June 1998, provides that "in order to protect and promote the sport, the competent Ministry in sports can promote the programs and activities that are consistent with the criteria and guidelines of the sports policy of the State, to develop the sports federations and the Andorran Olympic Committee. Can be set, to this effect, various systems of direct or indirect financial support, and the conditions for the granting of subsidies and grants for the sport, with annual or pluriannual puntual ". In this regard it approved the regulation for aid to the sport of 12 July 2000, and its subsequent modification, from the 23rd of April 2008.

For the year 2010, the Secretary of State for sport, youth and Volunteering planned allocation of grants to be used to finance the operating costs and the sports programmes of 30 federations and 4 clubs, and the payment of 46 funded high-performance program of Andorra (NOW) (athletes and coaches from 14 federations), Skiing program-study (40 athletes to the Andorran School of secondary education and secondary schools from Ordino) and the Tutoresport program (3 athletes enrolled in the Universitat Autònoma de Barcelona). It is important to keep in mind that these grants represent on average, approximately 80% of the total income of the sports organisations.

The budget bill for the 2010 tax year anticipated credits in the corresponding budget base to cope with the expenditure mentioned.

When the General Council does not approve the general budget Law, as in the case of this year, the general law on public finance determines the extension of current spending budget for the financial year immediately prior. The Government must have the total credits to be able to summon the assistance of sports entities legally constituted and, therefore, it requests an amount of 1.950.200, 50 euros, which corresponds to the dozen parties from July to December. Accordingly, the Government will reserve the surplus of credits in the concept of the dozens that will have each month the Secretary of State for sport, youth and Volunteers the six last months of the year, 2010.

The character of urgency and need is justified by the fact that the Government must have sufficient credits to summon public support to the legally constituted sports organizations, and ensure the functioning and sports programs that develop.

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 1 approves a credit charge for an amount of 1.950.200, 50 euros for the following budget game: 180 State Secretary of sports, youth and volunteering-180 sports area-PROJ-0006 federations and clubs-48210 federations and sports clubs.

Article 2 This credit fee is financed through a new debt.

The debt will be cancelled by an amount of 1.950.200, 50 euros in the month of December of this year, when the Government has all the credits for dozens of the financial year 2009.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
