Law 74/2010, of 14 October, extraordinary credit in order to finance the costs of the agreement between the Government of Andorra and the Chamber of Notaries in Andorra for the continuation of the project of microfilming, digitalisation and machining of the notary protocols property of the State since the General Council in its session of October 14, 2010 has approved the following : law 74/2010, of 14 October, extraordinary credit in order to finance the costs of the agreement between the Government of Andorra and the Chamber of Notaries in Andorra for the continuation of the project of microfilming, digitalisation and machining of the notary protocols property of the State exhibition of illustrations and the Ministry of the Interior has to cope with the costs of the agreement for the continuation of the project of microfilming , digitalisation and machining of the notary protocols property of the State.

On May 8, 2008 was signed between the Government of Andorra and the Chamber of Notaries of Andorra on an agreement for the continuation of the project of microfilming, digitalisation and machining of the notary protocols property of the State. This agreement establishes that the Chamber of Notaries of Andorra assumes the continuation of the execution, management and control of this project, to preserve with full guarantees the notarial documentation and streamline and ensure the proper daily management of legal traffic.

The budget bill for the 2010 tax year anticipated the budget base to finance the costs of this agreement for the year 2010.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the cost of real investment, with the exception of approved credits with pluriannual and planned in the draft budget that the head of Government, with the prior agreement of the Government, can be put into effect, in accordance with the general law of public finance. As a result, the Government does not have credits to cope with the cost of real investment already mentioned, which amount to a total of 196,190.53 euros.

On 31 March of this year, the Government approved an advance of funds to deal with the expenses for the first quarter for a total of 49,047.63 euros, and the extraordinary credit bill for an amount of 196,190.53 euros to ratify it and request the necessary credits until the end of the year for this project.

Seen in the 3 June 2010 the General Council did not approve this Bill of credit and that the Government should meet with extreme and urgent need for the amount of 147,142.90 euros corresponding to the payment commitments contracted for the second, third and fourth quarter of this year.

Seen that the Government, by resolution of 16 June 2010, has approved an advance of funds for a total amount of 147,142.90 euros to cope with the expenditure corresponding to the payment commitments contracted for the second, third and fourth quarter of this year and for the next budget starting: 710 Department of the Interior-administrative and General Services 718 Press.-PROJ-0001 general services of inner-64010 studies of new computer applications.

Seen the report of the General intervention;

Seen the governmental agreement of 16 June 2010;

Article 1 approves an extraordinary credit for an amount of 147,142.90 euros, for the next budget starting: 710 Department of the Interior-administrative and General Services 718 Press.-PROJ-0001 general services of inner-64010 studies of new computer applications.

Article 2 This extraordinary credit is financed by budgetary follows: 220 the Department of budget and expenses and financial operations 221-Heritage-PROJ-0009-public debt Interest 30000 of public debt, for a total of € 147,142.90.

Final provision this law comes into force the day after being published in the official bulletin of the Principality of Andorra.
