Law 76/2010, of 14 October, extraordinary credit and credit fee to finance the costs arising from the granting of financial aid to deal with the productive installation of renewable energies, the achievement of certain objectives in energy certification values the buildings, and to carry out energy audits in buildings of the Administration since the General Council in its session of October 14, 2010 has approved the following : law 76/2010, of 14 October, extraordinary credit and credit fee to finance the costs arising from the granting of financial aid to deal with the productive installation of renewable energies, the achievement of certain objectives in energy certification values the buildings, and to carry out energy audits in buildings of the Administration preamble in the context of rationalisation of the use of the sources of energy and especially those that come from exhauribles sources such as oil, the need to preserve for future generations our natural environment in a sustainable system and for the reduction of emissions of climate effect advised to carry several lines of action aimed at reducing the consumption of energy and, at the same time, derived from the consumption of renewable sources.

According to this, one of the objectives of the Government is to finance the energy policy planning in coordination with FEDA and common, and to comply with the resolutions of the General Council assigned to the Government and approved in the session of the 20th of June 2008, which consist of a master plan to be applied from 1 January 2009 for the rationalization and savings in the consumption of the different energies in the general administration , in the public or parapublic institutions and public companies with majority participation of the general administration, with the aim of reducing, at least, the energy consumption 5% within a period of two years, and before 1 January 2009, to establish what conditions and modifications are necessary for general techniques and production use of alternative energies renewable, clean and, in our country.

When the General Council does not approve the general budget Law, as in the case of this year, the general law on public finance determines the extension of current spending budget for the financial year immediately prior. All these actions planned for 2010 assume an expense of 260,000 euros foreseen in the budget bill for the 2010 tax year, for which the Government does not have credits or not has so enough with the dozen parts of the budget for the financial year 2009.

The character of urgency and necessity of these costs is justified by the fact that the Government must have a budgetary appropriations to finance the expenditure resulting from the granting of aid to deal with the productive installation of renewable energies, the achievement of certain objectives in energy certification values the buildings, and to carry out energy audits in buildings of the administration.

Seen the report of the General intervention;

Seen the governmental agreement of April 28, 2010;

Article 1 approves an extraordinary credit for an amount of 200,000 euros, for budgetary as follows: 250-251 Department of Economics Department of transport and energy-energy Planning-0014 PROJ-47290 to other private companies.

Article 2 approves an additional credit for an amount of 60,000 euros, for budgetary as follows: 250-251 Department of Economics Department of transport and energy-energy Planning-0014 PROJ-22760 work carried out by empr. Studies and technical work.

Article 3 this Bill is financed by means of the following budgetary items: 120 General Secretariat of Government-122 Transfers-PROJ-0012 ", SA-44300", s.a., for an amount of € 220,000 260 Department of tourism-Tourism 260-PROJ-0017 planning of the tourism sector-10010 staff of special relationship, for an amount of 24,112.76 euros 310 Dept. Rel. Inst. and European Affairs-Rel Services 310.-Europe Diplomatic-PROJ-0.050 With United Kingdom and accredited countries political and 10000.-Ambassadors, for an amount of 15,887.24 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
