The Government has attributed to the competence of the maintenance of the General and secondary roads in accordance with the law of delimitation of competences of the common and the law of transfer in the Commons, of 4 November 1993, and the law 7/2005, of 21 February, designation of roads.

With regard to secondary roads, the General Administration ensures the maintenance, understand how such conservation in good condition of existing elements, the repairs, the refeccions, the replenishment or replacement of items damaged or in bad condition, but in any case their improvement, which is the responsibility of the communal administrations.

The Ministry of Territorial Ordinance must deal with high character to various interventions, mainly in secondary roads, of refurbishment of slopes and walls of sustain, and rainwater pipes of the road network. The high rainfall this year, especially in the month of June and on time in the month of July, have caused numerous damage to the road network that can cause, if you do not act with the necessary speed, the collapse of the platform of the road with the consequent danger to the people and dysfunctions in the traffic.

The places affected by the problems mentioned are as follows: PK 8 + 050 of the CG-1 (Riverola area), PK 6 + 100 of the CG-4 (Pal region), PK 2 + 100 CS-310 (gbb), PK 16 + 100 CS-130 (of la Rabassa), PK 12 + 500 of the CS-131 (from la Peguera), PK 1 + 500 of the CS-140 (of Fontaneda) , PK 2 + 300 of the CS-101 (Comella), PK 4 + 100 CS-240 (of the coll d'Ordino), PK 7 + 800 of the CS-220 (dels cortals de Encamp), PK 3 + 900 of the CS-200 (d ' Engolasters), PK 3 + 500 of the CS-251 (of the oven Canillo), KP 0 + 400 of the CS-500 (of the Puiol of the Tweet).

The character of utmost urgency and necessity of this expense, for which there is no budgetary provision for the year 2010, is derived from the danger that can cause for the collapse of the platform of the road and the landslides.

The draft budget for the year 2010 of the Ministry of land declared a provision to deal with the works of refurbishment and rehabilitation of General and secondary roads bra walls. The Government, on the 21st April 2010, approved a bill of special credit to deal with several works for the conservation of the network of roads that anticipated this game.

Since in the 3rd of June 2010 the General Council did not approve this Bill extraordinary credit, the Government, by resolution of 9 September 2010 and in accordance with articles 28 and 23 of the general law of public finance, has approved an advance of funds for a total amount of 438,126.91 euros for the following budgetary : 620 Department of mobility and exploitation of roads-622 Area of maintenance and operation of roads-61700-conservation of Roads-1994-0000000018 Refeccions, factory works, roads, for an amount of 388,327.12 euros.

Seen the agreement of Government of 10 September 2010;

Article 1 approves an extraordinary credit of 1,229,759.00 euros for the following budgetary items: mobility and exploitation Department of highways 620-622 Area of maintenance and operation of roads-61700-conservation of Roads-1994-0000000018 Refeccions, factory works, roads, for an amount of 1,179,959.21 euros of Exploitation Department of mobility and 620-622 Road Area of maintenance and operation of roads-60910-studies and projects of investment-1994-0000000018 Refeccions , factory works, roads, for an amount of 49,799.79 euros.

Article 2 This extraordinary credit is financed through a new debt.

Final provision this law comes into force the day after being published in the official bulletin of the Principality of Andorra.
