Law 16/2011, from 24 November, extraordinary credit to cope with the initial phase of the project of implementation of the second-generation biometric Passport relating to the adequacy of current information system since the General Council at its session of November 24th, 2011 has approved the following: law 16/2011, from 24 November, extraordinary credit to cope with the initial phase of the project of implementation of the second-generation biometric Passport relating to the adequacy of current information system preamble this year, the Government has to deal with the initial phase of the project of implementation of the second-generation biometric Passport relating to the adequacy of current information system (software and equipment) to continue serving from 2012 with the security measures of these documents in accordance with the international legislation (both of the European Organization of International Civil Aviation) and in accordance with the requirements that are required in the eligible countries in the Visa Waiver Program (VWP). This program allows citizens of the countries participants to travel to the United States for tourism or business for stays of 90 days or less without applying for a visa.

The security measures for passports have evolved from the conventional passport the passport and the biometric passport of first generation and, from 2012, the second-generation biometric passport.

The second-generation biometric passport or also called Passport EAC, includes, among others, the inclusion of fingerprints in passports of the holders of the microchip built-in-integration of biometric identifiers-in order to protect it against his fraudulent use and to establish a reliable link between the document and its real owner.

Seen that the Government does not have the credits necessary to deal with the initial phase of the project of implementation of the second-generation biometric Passport relating to the adequacy of current information system (software and equipment), encryption on an amount of 113,783 euros;

Seen that the Government, by agreement of 14 September 2011, has approved an advance of funds for a total amount of 113,783 euros to deal with the expenses referred to in the following budget: 340 Department of information systems-342 innovation area and security-PROJ0004 advice and Planning-64050 computer applications;

Seen that the character of urgency and necessity of this investment is justified by the need to comply with the new security measures for passports and that the deadline for applying them should be from 2012, in line with international legislation (both of the European Organization of International Civil Aviation) and in accordance with the requirements that are required in the eligible countries in the Visa Waiver Program (VWP);

Seen the report of the General intervention;

Seen the governmental agreement of 14 September 2011;

Article 1 approves an extraordinary credit for an amount of 113,783 euros to deal with the initial phase of the project of implementation of the second-generation biometric Passport relating to the adequacy of current information system, for the following game: 340 Department of information systems-342 innovation area and security-PROJ0004 advice and Planning-computer applications 64050 Article 2 This extraordinary credit is financed by means of the following budgetary : Cultural Promotion Department 860 and language policy-860 general services of culture-General of culture Services PROJ0001-48220 to non-profit institutions, for a total of 40,526.85 euros, 860 Department of Cultural Promotion and language policy-863 area of Cultural Action-PROJ0003 support to cultural institutions – non-profit institutions 48220, for an amount of 40,486.26 euros 410 Department of European Affairs-Rel Services 410.-Europe Diplomatic-PROJ0047 With. Spain and accredited countries – 49200 abroad, for an amount of 32,769.89 euros final provision this law comes into force the day after being published in the official bulletin of the Principality of Andorra.
