The Government participates as founder of the Andorra Museum Foundation, that has as a purpose of general interest, the management and the promotion of art and culture through the foster care of a collection of paintings and paintings, called Thyssen-Bornemisza Collection in order to be exhibited publicly in the Andorran Museum that will carry the name of "Museo Carmen Thyssen Andorra".
This Foundation is a nonprofit, public entity, with its own legal personality and full capacity to act, which is governed by the law in force in the Principality of Andorra and by its statutes.
Article 8 of the statutes of the Andorran Foundation of the public sector "Andorra Museum Foundation" provides that the founders initially will provide the Foundation with the amount of € 100,000 in the following ratio: on the one hand the Government of Andorra, 51%, and, on the other hand, Ms. María del Carmen Thyssen-Bornemisza de Kaszon and Mr. Alejandro Borja Thyssen-Bornemisza Cervera, 49%.
View that the urgency of this expense, of 51,000 €, is derived from the need to put in place in the best terms the establishment of a foundation that makes possible the establishment in Andorra of the Museo Carmen Thyssen Andorra with the firm desire to promote the projection of our culture both inside and outside our borders and to increase the cultural offer of quality as the driving force of the economy of our country.
Article 5.1 of the law 11/2008 of 12 June, foundations predicted that the founders initially will provide the Foundation with the minimum amount of 100,000 euros, which will bring at the same time granting the public deed Foundation, scheduled for day 3 of December 2015.
Since there is no budget in the budget of the general administration to deal with this expense, particularly in the Cultural Promotion Department, 900 and 901-language policy Cultural Action Unit-Government Cultural Foundation Founding Capital 82072-Thyssen-PROJ-0005-Cultural tourism.
Seen that the Government, by agreement of 2 December 2015, has approved an advance of funds to the amount of € 51,000 to give the corresponding budget heading;
The Government, with a report from the General intervention, has agreed to the presentation of the following: Law Article 1 approves a loan for an amount of € 51,000 extraordinaire, for the contribution of the initial endowment to the Andorra Museum Foundation, the Cultural Promotion Department for 900 and 901-language policy Cultural Action Unit-Government Cultural Foundation Founding Capital 82072-Thyssen-PROJ-0005-Cultural tourism , for the provision of the aforementioned provision.
Article 2 This extraordinary credit will be funded using the game 910 Department of Cultural Heritage-910 Area real estate-cultural heritage conservation Grants 78249-PROJ-0103 Cultural Heritage conservation and improvement.
Article 3 this Act comes into force on the same day to be published in the official bulletin of the Principality of Andorra.
