This Joint Circular guides the transfer of the right to collect road toll for a definite term (including roads, road bridges and road tunnels) invested with the State budget capital or invested by the State with loan capital and with toll collected for loan principal and interest repayment.

The proceeds from the transfer of the right to collect road toll shall be used for loan principal and interest repayment (if the transferred roads are invested, renovated or expanded with loan capital source); or for construction, renovation, expansion, repair or maintenance of road traffic works (if the transferred roads are invested, renovated or expanded with the State budget source) approved by competent authorities.

It also prescribes costs of, and time limits for, transfer of the right to collect road toll; bidding organization; powers and responsibilities of the Ministry of Communications and Transport or pro-vincial/municipal Services of Communications and Transport; powers and responsibilities of bid-winners; as well as management and use of proceeds from the transfer of the right to collect road toll.

It takes effect 15 days after its publication in the Official Gazette.- (Summary)
