According to reports of the World Health Organization and local health authorities, hemorrhagic fever-infected cases have recently risen and seen complicated development. Some southern localities are still vulnerable to widespread outbreak of hemorrhagic fever. To take the initiative in coping with the epidemic and minimize the morbidity and mortality rates, the Health Minister issued this Directive to instruct:

- The directors of the provincial/municipal Health Services shall immediately organize campaigns to eradicate mosquito larvae; direct the medical examination and treatment establishments in preparing sufficient medicaments, first-aid and treatment equipment and patient beds to promptly receive and treat infected persons, especially in case of big outbreaks; intensify propagation and education on the mass media the symptoms of hemorrhagic fever and remedial measures to make people voluntary to participate in epidemic preventing and fighting activities in communities; seriously observing the regime of information and report on infectious diseases prescribed in the Health Minister’s Decision No. 4880/2002/QD-BYT of December 6, 2002;

- The Preventive Medicine and HIV/AIDS Control Department shall directly guide, urge and inspect units and localities in applying hemorrhagic fever prevention and fighting measures; coordinate with the central communication agencies and the Therapy Department in propagating on and training in hemorrhagic fever prevention and fighting measures; and mobilize financial aids from domestic and international organizations for the hemorrhagic fever prevention and fighting;

- The Therapy Department, the Planning and Finance Department, the Central Hygiene and Epidemiology Institute, Pasteur Institutes of Ho Chi Minh city, Nha Trang city and the Central Highlands, the central hospitals and other Health Ministry-attached units to perform some urgent tasks and coordinate with one another in organizing the hemorrhagic fever prevention and fighting.- (Summary)
