The Offices of the provincial-level People's Councils are assistant apparatuses of the People's Councils and their standing bodies, functioning to organize and serve activities of the People's Councils, their standing bodies, commissions and deputies, and give advices on some affairs assigned by the standing bodies.

This Decree prescribes the tasks, powers, organizational structures, number of staff members (between 10 and 13, for provinces having Nationality Commissions, one more staff member may be added), seals, operation funding, working offices, working relationships of the provincial People's Councils' Offices.

This Decree takes effect 15 days after its publication in the Official Gazette and annuls Clause 2, Article 1 of the Government's Decree No. 12/2001/ND-CP of March 27, 2001 on the reorganization of a number of professional bodies under the People's Committees of the provinces and centrally-run cities and the People's Committees of urban districts, rural districts and provincial cities.- (Summary)
