The National Observatory and Sea Environment Warning Center is established on the basis of the Section for Sea Environment Research and the Sea Environment Observa-tion and Analysis Station under the Marine Product Research Institute. It is a non-business scientific unit, has its own seal and bank accounts, is headquartered at 170 Le Lai street, Ngo Quyen district, Hai Phong city, and has the function of researching into sea environment, the relationships between environment and resources and between environment and the development of marine fishery.

This Decision also prescribes the tasks and organizational structure of the Center, and takes effect 15 days after its publication in the Official Gazette.- (Summary)
