Assurance of nonsupplanting—Program standard.









No application for an even start project grant shall be approved by the state board for community and technical colleges unless the authorized agent of the eligible grantee provides assurance to the state board for community and technical colleges of compliance with RCW 28A.610.030(4)— i.e., "State funds . . . shall be used solely to expand and complement, but not supplant, federal funds for adult literary programs."
