      NECESSITY, FUNCTION, AND CONFORMITY: KRS

164.748(4) requires the authority to promulgate administrative regulations

pertaining to the awarding of grants, scholarships, and honorary scholarships

as provided in KRS 164.740 to 164.785. KRS 164.7885(7) requires the authority

to promulgate administrative regulations for the administration of the Kentucky

Educational Excellence Scholarship Program. This administrative regulation establishes

the deadline for high schools to report changes in KEES data to the authority.

 

      Section 1. The high school shall submit

additions, changes, or corrections to a student’s high school grade point

average or ACT score to the authority not later than three (3) months after an

eligible postsecondary student begins enrollment at a participating institution

for the first time after graduation from high school. The authority shall not

accept any additions, changes, or corrections to a student’s high school grade

point average or ACT score submitted by the high school after that date and the

student’s eligibility shall be determined based on that information as of that

date except that ineligibility for this reason may be waived by the executive

director of the authority, at the recommendation of a designated staff review
