Weights and Classes
(1) Weights and Classes
(a) Fly Weight -- 112 lbs. or under;
(b) Bantam Weight -- 113 to 124 lbs.;
(c) Super Light Weight -- 125 to 134 lbs.;
(d) Light Weight -- 135 to 145 lbs.;
(e) Welter Weight -- 146 to 157 lbs.;
(f) Middle Weight -- 158 to 170 lbs.;
(g) Light Heavyweight -- 171 to 184 lbs.;
(h) Heavy Weight -- 105 - 220 lbs.;
(i) Super Heavyweight --221 lbs and over.
(2) The following weight spread is permissible for matchmaking within each weight division. Any greater weight spread requires the approval of the commission:
(a) Fly Weight --no limit;
(b) Bantam Weight -- not more than 4 pounds;
(c) Super Light Weight -- not more than 5 pounds;
(d) Light Weight -- not more than 6 pounds;
(e) Welter Weight -- not more than 7 pounds;
(f) Middle Weight -- not more than 8 pounds;
(g) Light Heavyweight -- not more than 9 pounds;
(h) Heavy Weight -- no limit;
(i) Super Heavyweight -- no limit.

Rounds; Number; Length; Rest Period
Matches shall not exceed nine two minute rounds with a one-minute rest period between rounds; however, the Superintendent may permit an additional two rounds for the purpose of championship events.

Contestants' Equipment
Male contestants shall wear a foul-proof groin protector. A plastic cup with an athletic supporter is adequate, but an abdominal guard is preferable. Female contestants shall wear foul-proof breast protectors. Plastic breast covers are adequate. Female contestants shall also wear a pelvic protective girdle which shall cover the pubic area, ovaries, coccyx and sides of hips. All contestants shall wear fitted mouthpieces.

Conduct of Matches, Contest and Exhibitions

Method of Judging
(1) Judges shall score each round by awarding ten points to the winner of the round and a proportionately lower number to the opponent. If the round is even, each contestant receives ten points. No fraction of a point shall be given. During each round the referee shall instruct the master scorekeeper of the number of points assigned to any foul as it is committed. At the conclusion of each round the referee shall reconfirm each contestant's foul points to the master scorekeeper.
(2) Following each round and at the termination of the contest, the announcer shall collect the signed ballots of the judges. The announcer shall then deliver the ballots to the master scorekeeper who shall tally each contestant's foul points and deduct them from each judge's score. The master scorekeeper shall then enter each foul-adjusted score on the master scorecard and present it to the Superintendent's representative for verification. The Superintendent's representative shall tally all foul-adjusted scores at the termination of the contest. The majority opinion shall be conclusive and if there is no majority then the decision shall be a draw. When the Superintendent's representative has completed verifying and totaling the scores, the ring announcer shall be informed of the decision and the announcer then in turn shall inform the audience of the decision.

Minimum Kicking Required
Each contestant shall execute a minimum of eight kicks during the course of each round. If either fighter does not execute the minimum kicks, the fighter will receive an automatic five point penalty which shall be deducted from the fighter's score. If both contestants during the course of a round should fail to execute the required minimum kicks by the end of a round, then the round shall be declared a draw. In any match of nine or more rounds if either fighter fails to execute the required minimum kicks in any three rounds the fighter automatically loses the fight. In a non-title fight, if either fighter fails to execute the minimum kicks in any two rounds, the fighter loses the fight.

Fouls
(1) The following tactics are fouls and are forbidden. Use of these tactics shall result in a warning and loss of points as determined by the referee:
(a) Headbutts, elbow strikes, or clubbing, kicks or punches or any other strikes to the groin, attacking with the knees, openhand attacks to the eyes or throat, and striking at that part of the body over the kidney or spine or chopping the back of the, neck or head;
(b) Spitting, biting or, in the referee's discretion, slapping;
(c) Palm heel strikes (using the heel of the palm of the hand to deliver a blow to the face);
(d) Arm bars (grabbing one arm with the other and pressing the grabbed arm against the opponent's throat);
(e) Grabbing or holding onto an opponent's leg or foot, and grabbing or holding onto any other part of the body;
(f) Punching or kicking while a contestant is down. A contestant is down when any part of the contestant's body, other than the feet, touch the floor. An opponent may continue to attack until the contestant has touched the floor with any part of the body other than the feet;
(g) Leg Checking (extending the leg to check an opponent's leg or to prevent the opponent from kicking);
(h) Purposely going down without being hit;
(i) The use of abusive language in the ring;
(j) Any unsportsmanlike trick or action causing any injury to an opponent;
(k) Attacking on the break;
(l) Attacking after the bell or gong has sounded ending the round, or when the opponent is out of the ring;
(m) Intentionally pushing, shoving or wrestling an opponent out, of the ring with any part of the body;
(n) Kicking, striking or kick-sweeping below the belt, except blows to the, side and back of thighs in a kung fu contest;
(o) Failure to make eight kicks per round;
(p) Any use of throws or any takedown not executed boot-to-boot;
(q) Continuous dropping of mouthpiece;
(r) Holding and hitting;
(s) Intentional evasion of contact;
(t) Hitting or flicking with an open glove.
(2) Any contestant guilty of foul tactics in a contest may be disqualified, the contestant's purse may be withheld from payment, and may be suspended. Disposition of the purse and the penalty to be imposed upon the contestant shall be determined by action of the Superintendent.

Communication of Counting for Knockdowns
As soon as a fighter has been knocked down, the official timekeeper shall begin calling the count (from 1 to 10) while the referee directs the opponent to a neutral corner. After the referee has directed the opponent to a neutral corner, the referee shall return to the fallen fighter and shall count over the fighter, picking up the count from the timekeeper.

Standing Eight-Count
The referee may, at the referee's discretion, administer an eight-count to a contestant who is in trouble but who is still standing. The referee shall direct the opponent to a neutral corner, then begin counting from 1 to 8, examining the contestant in trouble while counting. If, after completing the standing eight-count, the referee determines that the contestant is not able to continue, the referee shall stop the contest and declare the opponent the winner by technical knockout.

License Requirements

Promoter's License
In order to be issued a promoter's license, an applicant may be required to meet all the following requirements:
(1) The applicant, or at least one principal of the applicant if the applicant is a corporation or partnership, shall meet the requirements for licensure as a matchmaker, or in the alternative submit evidence that the promoter employs a licensed matchmaker.
(2) Provide evidence that the promoter will have complete control over the sale of tickets, collection of tickets, counting of tickets, and preparation of revenue reports, and supervision over the box office employees, ticket takers and ushers and security for each event promoted. In the alternative a promoter may submit for review by the commission an agreement between the promoter and the facility in which events will be conducted relating to the sale and accounting of tickets and revenues, preparation of required reports, the supervision of box office employees, ticket takers and ushers, and security of each event.
(3) Provide evidence that the facility or facilities in which events will be held meet state and local fire and safety requirements and have dressing rooms and facilities which meet the requirements of OAR 230-060-0086, 230-060-0087 and 230-060-0094.
(4) Pass a written examination administered by the Superintendent on the fundamentals of kickboxing and Oregon law and regulations relating to kickboxing.

Matchmaker's License
In order to be licensed as a matchmaker, an applicant may be required to pass a written examination administered by the commission on Oregon law and regulations relating to kickboxing. The examination may be waived if the applicant possesses a current and valid license as a matchmaker in another state or country and has not been subject to any disciplinary action.

Referee's License
In order to be licensed as a referee, an applicant may be required to meet all the following requirements:
(a) Have two years of documented experience refereeing martial arts or kickboxing matches with a minimum of 100 matches refereed. It is not necessary that this experience be obtained by refereeing professional contests;
(b) Be found after examination by a licensed physician to be physically and mentally fit to referee a kickboxing contest and to have uncorrected visual acuity of at least 20/100 in both eyes. Weight shall be proportionate to height in accordance with the standards of the American Medical Association in effect at the time of the effective date of this regulation;
(c) Be in good physical condition with the speed and reflexes in the ring necessary for the protection of the fighters;
(d) Pass a written examination administered by the Superintendent on the fundamentals of kickboxing, refereeing and judging kickboxing matches and contests, and Oregon law and regulations relating to kickboxing;
(e) Perform a demonstration of competency by performing as a referee in a kickboxing match before a representative of the Superintendent and two licensed referees. The applicant shall demonstrate knowledge of refereeing techniques and the ability to manage and control a kickboxing match;
(f) Perform a demonstration of competency in
judging by judging at least 50 martial arts or kickboxing contests as verified by a representative of the Superintendent;
(g) These requirements may be waived for any applicant who is licensed or approved as a referee by the Professional Kickboxing Association or the World Kickboxing Association;
(h) In order to renew a referee's license, a referee shall comply with subsections (b) and (c) of this section in addition to any other requirements for renewal set forth in the law or these regulations.

Manager's Application
In order to be issued a manager's license, an applicant may be required to pass a written examination administered by the Superintendent on the fundamentals of kickboxing and Oregon law and regulations relating to kickboxing. The examination may be waived if the applicant possesses a current and valid license as a kickboxing manager in another state or country and has not been subject to any disciplinary action.

Second's License
In order to be issued a second's license, an applicant may be required to meet all the following requirements:
(1) Pass a written examination administered by the Superintendent on the fundamentals of kickboxing and Oregon laws and regulations relating to kickboxing.
(2) Perform a demonstration of competency by demonstrating the duties of a second before a representative of the commission.
(3) The examination and demonstration of competency may be waived if the applicant possesses a current and valid license as a martial arts or kickboxing second in another state or country and has not been subject to any disciplinary action.
