(A) Notice specifying the date, time and place set for hearing shall be served as provided under sections 119.01 to 119.13 of the Revised Code. A continuance of a scheduled hearing date shall be filed in accordance with rule 3301-73-10 of the Administrative Code.

(B) All hearings shall be held in Columbus, Ohio, unless the superintendent or hearing officer determines that it is in the best interest of the public or the parties that the hearing be held in a different location. This provision does not limit the hearing officer's discretion to allow the receipt of evidence in a place other than Columbus, Ohio.
