SECTION 42-35-2.3



   § 42-35-2.3  Concise explanatory statement.

–

At the time it files an adopted rule with the secretary of state, or within

thirty (30) days thereafter, an agency shall place into the rule-making file

maintained under § 42-35-2.2 and shall submit to the secretary of state a

concise explanatory statement about the rule, identifying:



   (1) The agency's reasons for adopting the rule; and



   (2) A description of any difference between the text of the

proposed rule as published in the register and the text of the rule as adopted,

other than editing changes, stating the reasons for change.
