The Department of the Environment, in exercise of the powers conferred on it by Article 1(3) of the Road Traffic (Northern Ireland) Order 1995(1) and paragraph 2(1) of Schedule 1 to the Northern Ireland Act 1974(2) and of every other power enabling it in that behalf, hereby makes the following Order:

Citation

1.  This Order may be cited as the Road Traffic (1995 Order) (Commencement) Order (Northern Ireland) 1997.

Commencement

2.  The day appointed for the coming into operation of Article 92 of the Road Traffic (Northern Ireland) Order 1995(3) shall be 1st July 1997.

Explanatory Note

(This note is not part of the Order.)
This Order brings into operation on 1st July 1997 Article 92 (licensing of motor cyclists) of the Road Traffic (Northern Ireland) Order 1995.
Article 92 amends Article 13 (grant of licences to drive vehicles), and Article 14 (form of licence) of the Road Traffic (Northern Ireland) Order 1981 and provides that a provisional licence shall not authorise a person, before he passes a test of competence to drive, to drive a motor bicycle without a sidecar where the cylinder capacity of its engine exceeds 125 cubic centimetres.
