2. It is hereby declared that the governments of the countries specified in Part I of the Schedule hereto have ratified or acceded to the International Convention for the Safety of Life at Sea, 1974.

3. It is hereby declared that the International Convention for the Safety of Life at Sea, 1974, has been applied to the country specified in Part II of the Schedule hereto.
