1.  The Minister for National Development hereby appoints —
(a)
the Chief Executive Officer of the Urban Redevelopment Authority established under the Urban Redevelopment Authority Act (Cap. 340) to be the competent authority responsible for the operation of the provisions of the Planning Act (referred to in this Notification as the Act) and any rules made thereunder, except sections 7 and 8 of the Act and any rules made under section 10 of the Act;
(b)
the Chief Planner of the Urban Redevelopment Authority to be the competent authority responsible for the operation of sections 7 and 8 of the Act and any rules made under section 10 of the Act; and
(c)
the Housing and Development Board (referred to in this Notification as the Board) established under the Housing and Development Act (Cap. 129) to be the competent authority for the purposes of sections 12(5), 25, 27, 28, 29(3) and (7), 31, 32, 33, 41, 42, 43, 44, 45, 47, 48 and 57 of the Act in respect of any use or material change in the use of any land specified in paragraph 3 which is carried out without planning permission or in breach of any condition subject to which planning permission is granted,
and directs that the persons and the Board referred to in sub-paragraphs (a), (b) and (c) shall, in the exercise of their respective responsibilities as competent authorities, act in consultation with any committee or committees appointed from time to time by the Minister.
2.  Notwithstanding the appointment of the Board in paragraph 1(c), nothing in this Notification shall preclude the competent authority appointed under paragraph 1(a) from exercising any of his responsibilities or performing any of his functions in accordance with that appointment.
3.  For the purposes of paragraph 1(c), “land” means any land which is —
(a)
owned by the Board;
(b)
leased by the Board to another person; or
(c)
vested in the State but agreed by the State to be alienated to the Board.
