The Port Master has declared the areas set out in Part I of the First Schedule to be anchorages and the areas set out in Part II to be fairways.
FIRST SCHEDULE
Part I
Anchorages
(1)  Western Petroleum Anchorage—the area bounded by a line connecting the following geographical positions and shown in Plan 1 set out in the Second Schedule (the numbers in brackets providing positional references):
