MEMORANDUM CIRCULAR NO. 604

FURTHER CLARIFICATIONS ON LETTER OF INSTRUCTIONS NO. 14-A AS CLARIFIED BY MEMORANDUM CIRCULAR NO. 601 DATED OCTOBER 5, 1972.

It has been brought to the attention of this Office that some Department and/or Agency Heads are requiring their employees to tender their resignations even if they do not fall under any of the two categories specified in Letter of Instruction No. 14-A, as clarified by Memorandum Circular No. 601 dated October 5, 1972, as follows: (a) Those who are facing administrative charges, and (b) those who are notoriously undersirable on the ground of dishonesty, incompetence or other kinds of misconduct defined in the Civil Service Law or Rules.

If the above information is true, then it would go beyond the terms of said Letter of Instructions. Accordingly, all heads of departments, agencies and offices of the government are hereby required to adhere strictly to the said Letter of Instructions. The reports containing the reasons or justifications for the course of action taken in each case of those who are facing administrative charges or are notoriously undesirable shall be submitted to this Office not later than October 12, 1972.
