MEMORANDUM ORDER NO. 403

REQUIRING THE DEPARTMENT OF FOREIGN AFFAIRS TO TAKE THE CORRESPONDING STEPS TO IMPLEMENT THE COURSE OF ACTION AGREED UPON BY THE PERMANENT COMMITTEE FOR THE IMPLEMENTATION OF PHILIPPINE-INDONESIAN AGREEMENTS ON ECONOMIC AND TECHNICAL COOPERATION ON 14 NOVEMBER 1973.

In order to bring to a conclusion the long-pending Indonesian claims against certain private Philippine parties and pursuant to the note verbale sent by the Department of Foreign Affairs to the Indonesian Ambassador on 14 November 1973 proposing the payment in cash of the balance on the rice and corn claims outstanding as of the date of exchange of notes, the Department of Foreign Affairs is hereby directed to take the corresponding steps that will bring to a conclusion the Indonesian claims against certain private Philippine parties in the event that the. Indonesian government accepts the proposal contained in the note verbale of 14 November 1973. These steps should include the following:

1. Issuance of a Philippine National Bank check in the amount of ₱3,765,598.76 covering the outstanding balance; and

2. Turning over of this check to the Indonesian Ambassador at an appropriate ceremony in the Department of Foreign Affairs.
