MEMORANDUM ORDER NO. 232

TRANSFERRING THE PROPERTIES, RECORDS AND ACCOUNTS OF THE PRESIDENTIAL COMMITTEE ON PUBLIC ETHICS AND ACCOUNTABILITY AND FOR OTHER PURPOSES

In view of the constitution of the Office of the Ombudsman and of the Public Assistance and Complaints Units in administrative agencies, bodies, offices and boards in all departments, government-owned or controlled corporations and local government units pursuant to Executive Order No. 243, S. of 1987 and Administrative Order No. 110, S. of 1989, respectively, the Presidential Committee on Public Ethics and Accountability (PCPEA) has become functus officio. For these reasons, the transfer of all PCPEA properties, records and accounts, if any, is hereby authorized as follows, subject to the pertinent accounting and auditing rules and regulations:

1. All supplies, equipment, office furnitures and other properties of the PCPEA shall be transferred to the Property Unit, Finance Office, OP.

2. All records of the PCPEA shall be transferred to the Malacañang Records Office.

3. The book of accounts shall be transferred to the Accounting Office, OP.

4. The unexpended balances of the appropriations for the PCPEA, if any, shall be turned over to the National Treasury.

The head of the PCPEA shall coordinate with the Chiefs of the above-mentioned OP Offices and the turn-over shall be effected in the presence of a COA representative. Thereafter, copies of the invoices/receipts shall be furnished the Offices of the Executive Secretary, Deputy Executive Secretary and the Presidential Finance Assistant.

Nothing herein contained shall be construed to diminish the responsibility of the Department Secretary to the President in eradicating graft and corruption in his Department and the offices, agencies, government-owned or controlled corporations attached to or under his Department as mandated in Section 1 of Administrative Order No. 25, S. of 1987.

This Memorandum Order shall take effect immediately.
