PROCLAMATION NO. 428

DECLARING JULY 15 OF EVERY YEAR AS CORDILLERA ADMINISTRATIVE

REGION DAY IN THE CORDILLERA ADMINISTRATIVE REGION

WHEREAS, on July 15, 1989 Executive Order No. 220 created the Cordillera Administrative Region comprising Abra, Benguet, Ifugao, Kalinga-Apayao, Mountain Province and the City of Baguio;

WHEREAS, on this historic day the Cordillera people secured their demands for administrative decentralization, which they have been struggling to achieve for more than half a century;

WHEREAS, there is a need to focus attention on the historic significance of the occasion;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare July 15 of every year as “Cordillera Administrative Region Day” in the Cordillera Administrative Region. The day, however, shall be a regular working and school day.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 17th day of July, in the year of Our Lord, nineteen hundred and eighty-nine.
