MEMORANDUM ORDER NO. 383

CREATING A SCREENING COMMITTEE TO CONSIDER THE POSTHUMOUS GAWAD MABINI AWARD OF THE HIGHEST RANK, THE “DAKILANG KAMANONG,” TO FORMER AMBASSADOR JUAN ARREGLADO.

WHEREAS, the Department of Foreign Affairs has recommended the posthumous conferment of the highest rank of the Gawad Mabini Award, the “Dakilang Kamanong,” to former Ambassador Juan Arreglado as a fitting tribute to his outstanding contributions to the country and the foreign service, having served with great distinction as Chairman/Vice Chairman of Philippine delegations to several successful diplomatic negotiations and international conferences.

WHEREAS, Section 2(a) of Presidential Decree No. 490 dated 24 June 1974 provides that the “Dakilang Kamanong” shall “be awarded to the incumbent or former Secretary of Foreign Affairs, Department of Foreign Affairs Officers with the rank of Chief of Mission, and Cabinet Members or other high officials who have headed a Philippine delegation to an important international conference on a ministerial level and have made substantive contributions in the interest of the government and public welfare as a result of their participation in such conference.”

WHEREAS, Section 6 of the aforesaid Decree states, among others, that “nominees for conferment of Gawad Mabini with the highest rank, ‘Dakilang Kamanong’, shall be duly screened by a Committee to be appointed by the President.”

NOW, THEREFORE. I, CORAZON C. AQUINO, President of the Philippines, by virute of the powers vested in me by law, do hereby order and direct the creation of a Screening Committee composed of the following to consider the posthumous conferment of the highest rank of the Gawad Mabini Award, the “Dakilang Kamanong,” to former Ambassador Juan Arreglado:

The Executive Secretary
—Chairman

2.
The First Undersecretary of Foreign Affairs

3.
The President of the Philippine Ambassadors’ Association

This Order takes effect immediately.

Done in the City of Manila, this 7th day of August, in the year of Our Lord, nineteen hundred and ninety-one.
