PROCLAMATION NO. 1864

DESIGNATING LANDBANK BUILDING 1 ALONG SEN. GIL PUYAT AVENUE, MAKATI CITY AS THE COMMON PREMISES OF THE UNITED NATIONS SYSTEM IN THE PHILIPPINES

WHEREAS, the Government of the Philippines is committed to provide appropriate office space to the United Nations System, under the provisions of the various agreements entered into including the 1977 Agreement with the United Nations Development Programme and the 1987 Memorandum of Agreement between the National Economic and Development Authority and the UNDP;

WHEREAS, in compliance with these Agreements, the National Economic Development Authority has provided office space for the United Nations System, at its NEDA sa Makati Building at 106 Amorsolo Street, Legaspi Village, Metro Manila;

WHEREAS, following the bombing of the United Nations office in Baghdad, Iraq in 2004, the United Nations System moved to RCBC Plaza for security reasons;

WHEREAS, United Nations Secretary General Ban Ki-Moon raised with H.E. President Gloria Macapagal Arroyo the need to facilitate the search for common premises for the United Nations System in the Philippines;

WHEREAS, in compliance with Philippine commitments, the DFA has identified Landbank Building 1 along Senator Gil Puyat Avenue Extension, Makati, as possible common premises for the UN System;

WHEREAS, the UN System has signified interest to accept the Philippine Government offer of the Landbank Building 1 as rent-free premises;

WHEREAS, the Philippine Government hereby assigns the Landbank Building 1 for the use of the United Nations System in the Philippines.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby assign Landbank Building 1 along Senator Gil Puyat Avenue, Makati, with gross floor area of 5,751 square meters and parking space of 714 square meters to the Department of Foreign Affairs, being the principal agency of government responsible for crafting and executing foreign policy. The property will be used as the common premises or offices of the United Nations System in the Philippines, for the exercise of its official functions, and for such other services and facilities directly related.

IN WITNESS HEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
