MEMORANDUM CIRCULAR

ALL PROVINCIAL GOVERNORS, CITY/MUNICIPAL MAYORS, LIGA NG MGA BARANGAY CHAPTER PRESIDENTS, DILG REGIONAL DIRECTORS/FIELD OFFICERS AND OTHERS CONCERNED

SUBJECT       :
3RD NATIONAL LIGA NG MGA BARANGAY (LnB) CONVENTION

The Liga ng mga Barangay (LnB) sa Pilipinas Constitution and By-Laws particularly Article X, Sec. 1. c. provides that: “A General Membership meeting of the National Liga called the “National Assembly” x x x may be called for by its President, x x x whenever necessary.”

Relative to this, and as part of the mandated functions of the Liga ng mga Barangay to promote good governance, effective administration, coordination and cooperation among its local chapters, the National Liga will hold its 3rd National Liga ng mga Barangay (LnB) Convention on July 29-31, 2010 at the SMX Convention Center, Mall of Asia Complex, Reclamation Area, Roxas Blvd., Pasay City.

The said activity aims to 1) ratify the amendments to the LnB’s Constitution and By-Laws and its Election Code; and 2) prepare its action plan / development agenda for presentation to His Excellency President Benigno Simeon C. Aquino III.

All Provincial Governors and City/Municipal Mayors are hereby encouraged to allow their respective Liga Chapter Presidents to attend and/or participate in the said activity on official business. Payment of travelling expenses and reasonable registration fees to cover accommodation, kits, meals an other incidental expenses shall also be authorized, chargeable against their respective local funds, subject to the usual accounting and auditing rules and regulations, provided that, the 20% Development Fund shall not be utilized for the purpose.

 The National Liga shall submit a post-activity report to the Undersigned, through the National Barangay Operations Office (NBOO), within two (2) months after the conduct of the said Convention.

 All DILG Regional Directors and Field Officers are hereby directed to cause the widest dissemination of this Circular.
