MEMORANDUM CIRCULAR NO. 5

AUTHORIZING PARTICIPATION IN THE 9TH NATIONAL CAREER EXECUTIVE SERVICE CONFERENCE

The Career Executive Service Board (CESB) and the National Union of Career Executive Service Officers (NUCESO) will hold the 2010 Annual CES Conference on November 17-19, 2010 in Laoag City. This year’s conference theme is “Serbisyong CESO: Pmumunong Tapat, Magaling at Wasto (Modernong Gobyerno*Makakalikasang Progreso* Makataong Pagbabago).”

The Conference theme highlights the CES brand of management and leadership that is exemplified by integrity, professionalism and excellence. It shall provide learning opportunities through plenary and multi-track learning sessions, open forum and other networking activities.

All Career Executive Service Officers/Career Executive Service Eligibles and Career Service Executive Eligibles are enjoined to attend the said conference. The conference fee is P7,500.00 per participant, inclusive of hotel accommodation, meals and conference materials. Conference participants may charge said fee and their travel expenses against the funds of their respective agencies in accordance with the existing policies by the Department of Budget and Management and Commission on Audit. Since the conduct of this conference is considered a core function of the CESB, the same is not subject to the provisions of Administrative Order No. 103 dated August 31, 2004.

All heads of government agencies, departments, bureaus and offices, including government-owned and/or controlled corporation and their subsidiaries/units shall authorize their respective officials and employees to attend and participate in this 2010 Annual CES National Conference on official business.
