Memorandum Circular No. 10

TO: ALL OFFICIALS AND EMPLOYEES OF THE AUTHORITY

SUBJECT: MMDA as a 100% Smoke-Free Workplace

In accordance to the Civil Service Commission Memorandum No. 17 entitled, “ Smoking Prohibition based on 100% Smoke-Free Environment Policy”, and Republic Act 9211 otherwise known as the “Tobacco Regulation Act of 2003”, the Metropolitan Manila Development Authority is hereby enforcing policies towards attaining a 100% Smoke-Free model workplace in the Philippines.

All MMDA employees including traffic, field and office-based personnel, are directed to refrain from smoking within the premises of the office and field of assignments.
MMDA clients, guests and visitors are prohibited to smoke within the premises of the MMDA building. Employees are directed to inform clients, guests and visitors of this policy.
Smoking is prohibited in any MMDA vehicle.
Smoking paraphernalia (lighter, cigarettes, matches, ash trays, etc) are not allowed inside the MMDA buildings and offices. Security guards are directed to confiscate such items upon entry.
The Building Administrator and the Health, Public Safety and Environmental Protection Office (HPSEPO) shall ensure the strict compliance of this policy.
Employees violating this policy shall be dealt with accordingly:

First offense –reprimand
Second offense – suspension
Third Offense – dismissal

All employees are instructed to report violations on this memorandum to the Administrative Services for verification and recommendation of appropriate sanction.

HPSEPO is directed to prepare monthly report on the implementation of this policy.

Wide circulation of this memorandum is ordered.
