RESOLUTION NO 178

 

of 27 February 2013

 

 

 

ON COORDINATION OF ACTIONS FOR THE PREPARATION OF THE EURO INTRODUCTION IN THE REPUBLIC OF LITHUANIA

Acting pursuant to Paragraph 15 of Article 22 and Article 27 of the Law on the Government of the Republic of Lithuania (Valstybės žinios (Official Gazette) No 43-772, 1994; 41(1)-1131,1998; 92-2843, 2000; 41-1527, 2002; 67-2405, 2005; 72-2831, 2007; 117-4442, 2008; 85-3576, 2009; 71-3541, 2010; 11-497, 2013), in consideration of Paragraph 34 and Paragraph 50 of the Programme of the Government of the Republic of Lithuania, which has been approved by the Resolution No XII-51 of the Seimas of the Republic of Lithuania of 13 December 2012 (Valstybės žinios (Official Gazette) No 149-7630, 2012), and with a view to ensuring proper preparation for the adoption of the euro in the Republic of Lithuania,  the Government of the Republic of Lithuania h a s   r e s o l v e d:

 

 

 

1. to form the Commission for the Coordination of the Adoption of the Euro in the Republic of Lithuania (hereinafter referred to as the Commission), which shall consist of the following:   

 

Prime Minister (Chairperson of the Commission);

 

Minister of Finance;

 

Chairperson of the Board of the Bank of Lithuania;

 

2. to delegate the following Ministers to act, within 15 days since the date the present Resolution comes into force, as follows: 

 

2.1. for the Minister of Finance, to form a Working Group for the Coordination of Actions for the Euro Introduction, with Minister of Economy, Minister of Social Security and Labour, Minister of Justice, Minister of Foreign Affairs, Chairpersons of the Working Groups listed in Paragraph 3 of the present Regulation, if needed other Ministers, heads or deputy heads of Government agencies and other authorities, and members of the Board of the Bank of Lithuania as members of the Working Group; to approve the Rules of Procedure thereof, and to chair the Working Group;   

 

2.2. for the Minister of Economy, to form a Business Environment Working Group, to approve the Rules of Procedure thereof, and to chair the Working Group; 

 

2.3. for the Minister of Social Security and Labour, to form a Working Group for the Protection of Consumer Rights and Social Affairs, to approve the Rules of Procedure thereof, and to chair the Working Group;

 

2.4. for the Minister of Justice, to form a Legal Issues Working Group, to approve the Rules of Procedure thereof, and to chair the Working Group;

 

3. to propose to the Bank of Lithuania to form, within 15 days, a Public Information Working Group, a Cash Working Group, and a Working Group for Monitoring Lithuania’s Fulfilment of the Convergence Criteria for the Adoption of the Euro, to approve the Rules of Procedure thereof, to appoint representatives of the Bank of Lithuania as Chairpersons thereof, and to appoint representatives thereof into the Working Groups indicated in Paragraphs 2.1, 2.2, 2.3, and 2.4 of the present Regulation;    

 

4. to lay down the following:

 

4.1. the Commission shall deal with strategic issues related to the adoption of the euro in the Republic of Lithuania;

 

4.2. the sittings of the Commission shall be convened on the initiative of the Chairperson or members of the Commission;   

 

4.3. the Commission shall be serviced by the Office of the Government of the Republic of Lithuania;   

 

4.4. the Working Group for the Coordination of Actions for the Euro Introduction shall perform the following functions:  

 

4.4.1. shall coordinate actions of the state authorities and agencies to duly prepare for the introduction of the euro in the Republic of Lithuania;

 

4.4.2. shall submit comments and proposals to the Ministry of Finance on the draft National Changeover Plan, the draft Public Information on the Euro Adoption and Communication Strategy; and the draft Action Plan for Implementation of the National Changeover Plan;

 

4.4.3. once every three months, or on request by the Chairperson of the Commission, shall submit information to the Commission about activities thereof as well as those of the Working Groups indicated in Paragraphs 2.2–2.4 and Paragraph 3 of the present Regulation;   

 

4.5. the Business Environment Working Group shall help the business community get ready for the introduction of the euro and contribute to the smooth changeover process in Lithuania;

 

4.6. the Working Group for the Protection of Consumer Rights and Social Affairs shall ensure that the euro introduction does not infringe economic interests of consumers;

 

4.7. the Legal Issues Working Group shall coordinate the compliance of the Lithuanian legal system with the requirements for the adoption of the euro;

 

4.8. the Public Information Working Group shall adequately and comprehensively inform the public of Lithuania about the single currency of the European Union, the impact of the introduction thereof on the national economy and population, preparation of the Republic of Lithuania for the changeover, and the planned procedure for the introduction of the euro;

 

4.9. the Cash Working Group shall ensure the sufficient quantity of the euro banknotes and coins, and shall coordinated distribution thereof and withdrawal of the litas banknotes and coins from circulation.   

 

4.10. the Working Group for Monitoring Lithuania’s Fulfilment of the Convergence Criteria for the Adoption of the Euro shall, once every three months, draft assessment of compliance of Lithuania’s economic and financial indicators to the convergence criteria and submit it to the Commission and the Working Group for the Coordination of Actions for the Euro Introduction;

 

4.11. representatives of Government agencies, social and economic partners, and other authorities may be members of the Business Environment Working Group, the Working Group for the Protection of Consumer Rights and Social Affairs, the Legal Issues Working Group, the Public Information Working Group, the Cash Working Group, and the Working Group for Monitoring Lithuania’s Fulfilment of the Convergence Criteria for the Adoption of the Euro; 

 

4.12. Chairpersons of the Business Environment Working Group, the Working Group for the Protection of Consumer Rights and Social Affairs, and the Legal Issues Working Group shall be accountable to the Working Group for the Coordination of Actions for the Euro Introduction, and shall, once every three months, or on request by the Chairperson of this Working Group, submit information about activities thereof; while it is recommended that Chairpersons of the  Public Information Working Group and the Cash Working Group provide information on activities thereof once every three months;     

 

4.121.1. shall draft the National Changeover Plan, the Public Information on the Euro Adoption and Communication Strategy, and the Action Plan for Implementation of the National Changeover Plan as well as amendments thereto;

 

4.121.2. shall submit for the approval of the Government of the Republic of Lithuania the draft National Changeover Plan, the draft Public Information on the Euro Adoption and Communication Strategy, and the draft Action Plan for Implementation of the National Changeover Plan as well as amendments thereto;

 

4.121.3. shall monitor implementation of measures laid down in the Action Plan for Implementation of the National Changeover Plan, and shall, at least once every three months, submit information on implementation of these measures to the Working Group for the Coordination of Actions for the Euro Introduction;   

 

4.121.4. shall service the Working Group for the Coordination of Actions for the Euro Introduction; 

 

4.13. following the adoption by the Government of the Republic of Lithuania of the documents indicated in Paragraph 4.4.2 of the present Resolution, ministries and the Government agencies shall, within the remit thereof, draft, adopt and, if required, update action plans for introduction of the euro in the Republic of Lithuania, shall submit them to the Ministry of Finance, and shall, once every three months (within 10 days since the end of a quarter), submit to the Ministry of Finance action plan implementation reports. On request by the Ministry of Finance, and in compliance with the established procedure, shall, within the remit thereof, submit information on the preparation for introduction of the euro in the Republic of Lithuania;           

 

4.14. the Commission and the Working Groups shall be disbanded following six months after the date of introduction of the euro in the Republic of Lithuania;

5. following the adoption by the Government of the Republic of Lithuania of the documents indicated in Paragraph 4.4.2 of the present Resolution, to propose to the Bank of Lithuania, within the remit thereof, to draft, adopt and, if required, update action plans for introduction of the euro in the Republic of Lithuania, and submit them to the Ministry of Finance, and also, once every three months (within 10 days since the end of a quarter), to submit to the Ministry of Finance information about implementation of measures related to the introduction of the euro the Republic of Lithuania, as taken by the Bank of Lithuania.

6. to repeal the following:

 

6.1. Resolution No 592 of the Government of the Republic of Lithuania of 30 May 2005 “On the Formation of the Commission for the Coordination of the Adoption of the Euro in the Republic of Lithuania” (Valstybės žinios (Official Gazette) No 69-2471, 2005);

 

6.2. Resolution No 1370 of the Government of the Republic of Lithuania of 29 December 2006 “On the Amendments to Resolution No 592 of the Government of the Republic of Lithuania of 30 May 2005 ‘On the Formation of the Commission for the Coordination of the Adoption of the Euro in the Republic of Lithuania’” (Valstybės žinios (Official Gazette) No 1-20, 2007).
