DECISION
On the Budget of the Baltic Assembly for 2015
The Baltic Assembly approves its budget for the year 2015 in the amount of EUR 274,140 in accordance with the attached Baltic Assembly budget appropriations. The Baltic Assembly budget for the year 2015 includes membership fees of all three Baltic States in the amount of EUR 91,380 for Estonia, EUR 91,380 for Latvia, and EUR 91,380 for Lithuania.
According to Paragraph 4 of Article 44 of the Baltic Assembly Statutes, the expenses necessary for ensuring the activities of the Baltic Assembly shall be shared equally by the parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania.

BUDGET OF THE BALTIC ASSEMBLY FOR 2015
1. General information
The budget of the Baltic Assembly for 2015 is planned in accordance with the preliminary working plan of the Baltic Assembly for 2015 and on the assumption that the income from membership fees of each national parliament will be EUR 91,380. Total in amount of
EUR 5,000 has been included in the budget of the Baltic Assembly for 2015. The total budget of the Baltic Assembly for 2015 is expected to amount to EUR 279,140.
The expenditures of the Baltic Assembly for 2015 consist of the following parts.

8. Unplanned expenses
The 34th Session of the Baltic Assembly and the 21st Baltic Council will be held on
19–20 November in Vilnius (Lithuania).
During the Session of the Baltic Assembly and the Baltic Council, it is planned to hold the following meetings:
- Meeting of the Presidium;
- Meetings of the committees;
- Meeting of the representatives of the Baltic Assembly with the representatives of the Baltic Council of Ministers;
- Meeting of the Presidium with the chairpersons and deputy chairpersons of the committees;
- Meetings of the representatives of the Baltic Assembly with the representatives of the Nordic Council, Benelux Parliament, GUAM PA and other international organisations;
- Meetings of the representatives of the Baltic Assembly with other international partners of the Baltic Assembly.
Total expenses planned for the Session and the Baltic Council amount to EUR 38,000.
It is planned to hold the following meetings of the Presidium:
- Meeting of the Presidium (on the margins of the meeting of the BSPC Standing Committee), 22–23 January, Brussels (Belgium);
- Visit to the EU institutions, 12–13 March, Brussels (Belgium);
- Meeting of the Presidium (on the margins of the meeting of the BSPC Standing Committee), 28–29 May, (Germany);
- Meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Benelux Parliament (on the margins of the Session of the Benelux Parliament), June, Brussels (Belgium);
- Meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Nordic Council (on the margins of the 24th BSPC), 30 August –
1 September, Rostock-Warnemünde (Germany);
- Meeting of the Presidium, 10–11 September, Palanga (Lithuania);
- Meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Nordic Council (on the margins of the 67th Session of the Nordic Council), October, Reykjavik ( Iceland);
- Unplanned meeting of the Presidium.
Total expenses planned for the meetings of the Presidium (including expenses for one unplanned meeting) amount to EUR 13,260.
2.3. Meetings of the committees of the Baltic Assembly
2.3.1. Meetings of the committees
It is planned to hold the following meetings of the committees:
- Meetings of the Budget and Audit Committee, 6–7 February, Vilnius (Lithuania) and 10–11 September, Palanga (Lithuania).
2.3.2. Participation in the interparliamentary meetings held in the framework of Latvia’s presidency of the Council of the European Union
It is planned that members of the Welfare Committee and the Economics, Energy and Innovation Committee will attend the following meetings:
- Interparliamentary meeting of the Chairpersons of the Committees on the Committees on Employment and Social Affairs: 22–23 February, Rīga (Latvia);
- Interparliamentary meeting of the Chairpersons of the Committees on the Economic and Digital Affairs: 19–20 April, Rīga (Latvia).
2.4. International cooperation
2.4.1. International parliamentary seminars
The committees of the Baltic Assembly have planned to hold eight international parliamentary seminars with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic and Benelux countries, committees of the Nordic Council, the Benelux Parliament and the GUAM PA, as well as representatives of the Baltic Council of Ministers:
- Parliamentary seminar organised by the Economics, Energy and Innovation Committee, 29–30 January, (Lithuania);
- Parliamentary seminar organised by the Legal Affairs and Security Committee,
5–6 February, Vilnius (Lithuania);
- Parliamentary seminar organised by the Education, Science and Culture Committee, 12–13 February, Šiauliai (Lithuania);
- Parliamentary seminar organised by the Natural Resources and Environment Committee, 21–22 May, (Latvia);
- Parliamentary seminar organised by the Welfare Committee and the Education, Science and Culture Committee, 4–5 June, Klaipėda (Lithuania);
- Parliamentary seminar organised by the Legal Affairs and Security Committee,
17–18 September, (Estonia);
- Parliamentary seminar organised by the Education, Science and Culture Committee and the Economics, Energy and Innovation Committee, 1–2 October, Kaunas (Lithuania);
- Parliamentary seminar organised by the Economics, Energy and Innovation Committee and the Natural Resources and Environment Committee, 22–23 October, (Lithunia);
Total expenses planned for international parliamentary seminars amount to EUR 44,568.
2.4.2. Theme conference of the Baltic Assembly and the Baltic Council of Ministers
The theme conference will be held on 26–27 March 2015 in Lithuania. Total expenses planned for the theme conference amount to EUR 9,141.
2.4.3. Annual Summit of the Baltic Assembly and the Nordic Council
The annual summit will be held in 3-4 December 2015 in Vilnius (Lithuania). Total expenses planned for the annual summit amount to EUR 4,277.

- Meeting of the BSPC Working Group on Innovation, 16–17 March, Tampere (Finland).

- Meeting of the BSPC Working Group on Innovation, June, (Åland Island s);
- 24th Baltic Sea Parliamentary Conference, 30 August – 1 September, Rostock-Warnemünde (Germany);
- Meeting of the BSPC Secretariat, October, place – tbc;
- Meeting of the BSPC Standing Committee, November, place – tbc.
Total expenses planned for participation in the activities of the BSPC and cooperation with the Baltic Sea organisations amount to EUR 8,011.
2.4.5. Cooperation with the Nordic Council
Total expenses planned for cooperation with the Nordic Council amount to EUR 5,795.
2.4.6. Cooperation with the Benelux Parliament
Total expenses planned for cooperation with the Benelux Parliament amount to EUR 5,795.
2.4.7. Cooperation with the GUAM Parliamentary Assembly and other partners within the framework of the European Neighbourhood Policy
Total expenses planned for cooperation with the GUAM Parliamentary Assembly and other partners within the framework of the European Neighbourhood Policy, including traineeship programme for the Secretariat of the GUAM Parliamentary Assembly amount to EUR 15,800.
2.5. Informative activities and other events
2.5.1. Baltic Assembly medals
Nine Baltic Assembly medals for upholding the unity and cooperation of the Baltic States will be awarded. Total expenses planned for the medals amount to EUR 1,308.
2.5.2. Baltic Assembly website
The Baltic Assembly website will be maintained, its functionality will be ensured and information posted on the website will be updated. Total expenses planned for the website amount to EUR 925.
2.6. Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize
The Baltic Assembly awards its prizes annually. It is planned to hold the following activities:
- Meetings of the national juries;
- Meeting of the Joint Jury;
- Awarding ceremony of the Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize.
Total expenses planned for the Baltic Assembly prizes and the Baltic Innovation Prize amount to EUR 49,052.
2.7. Secretariat of the Baltic Assembly
Total expenses planned for the Secretariat amount to EUR 73,208. These expenditures include salaries for the staff members of the Secretariat, expenses for rent of the premises, office equipment, public utilities, communications, stationery, software, annual office insurance, repairs, postal services and other services, as well as unplanned expenses.
