AGREEMENT

BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA

AND THE government OF THE REPUBLIC OF MOLDOVA

ON THE TRAVEL OF CITIZENS

 

The Government of the Republic of Lithuania and the Government of the Republic of Moldova, hereinafter referred to as “the Parties”,

guided by the provisions of the Agreement between the Republic of Lithuania and the  Republic of Moldova on Friendship and Cooperation of 27 March 1995;

taking into account the historical traditions in the field of economic and cultural relations between the peoples of the two States;

seeking to regulate the issues of the entry, departure, transit and temporary stay in the territory of the Republic of Lithuania and Republic of Moldova,

have agreed as follows:

 

Article 1

 

1. Citizens of the Republic of Lithuania holding valid travel documents referred to in Article 2  (1) of this Agreement, unless otherwise provided by other agreements between the Republic of Lithuania and the Republic of Moldova, shall enter, depart, transit and temporarily stay in the territory of the Republic of Moldova without visas for up to 90 days.

2. Citizens of the Republic of Moldova shall enter, depart, transit and temporarily stay in the territory of the Republic of Lithuania holding visas of the Republic of Lithuania, as well as valid travel documents referred to in Article 2 (2) of this Agreement, unless otherwise provided by other agreements between the Republic of Lithuania and the Republic of Moldova.

 

Article 2

 

Travel documents valid for mutual travel shall be the following:

1) For citizens of the Republic of Lithuania:

a)   service passport,

b)   passport of the Republic of Lithuania,

c)   passport of the citizen of the Republic of Lithuania,

d)   aircraft crew member’s identity document (provided there is an entry in the General declaration (flight task),

e)   return certificate (for the return to the Republic of Lithuania only).

2) For citizens of the Republic of Moldova:

a)   service passport,

b)   passport of the citizen of the Republic of Moldova,

c)   aircraft crew member’s identity document (provided there is an entry in the General declaration (flight task),

d)   travel document (only for returning to the Republic of Moldova).

 

Article 3

 

Citizens of the State of each Party shall enter the territory of the State of the other Party and depart from it through international State border crossing points.

 

Article 4

 

1. Citizens of the State of each Party, while crossing the State border of the other Party and while on the territory of its State, must follow the national laws and regulations in force in that State.

2. This Agreement is without prejudice to the Parties’ right to forbid the entry into the territory of their respective States to the citizens of other States or to shorten the time of their stay in that territory.

 

Article 5

 

1. Diplomatic missions and consular posts of the Republic of Lithuania shall issue to citizens of the Republic of Moldova visas enabling to stay in the Republic of Lithuania no longer than 90 days in 6 months, without charging consular fees and without requiring an invitation.

2. Diplomatic missions and consular posts of the Republic of Lithuania may require to present supporting documents.

 

 

Article 6

 

Citizens of the State of one Party who have lost the documents referred to in Article 2 of this Agreement on the territory of the State of stay must immediately inform thereof the competent authorities of that State, which issue a certificate attesting to the declaration of the loss of such documents. Based on this certificate the diplomatic mission or consular post of the State of the other Party shall issue a valid document for return to the State of the person’s citizenship.

 

Article 7

 

1. Before the entry into force of this Agreement the Parties shall exchange, through diplomatic channels, specimens of the documents referred to in Article 2.

2. The Parties shall, in the case of introduction of new documents valid for foreign travel or in the case of modification of the valid documents, no later than in 30 days inform each other thereof and shall transmit, through diplomatic channels, specimens of the new or modified documents.

 

Article 8

 

This Agreement may be amended or supplemented by mutual agreement of the two Parties by exchange of notes.

 

 

Article 9

 

Either Party may temporarily suspend the application of the present Agreement, wholly or partially for the reasons of national security, public order or public health. Each Party shall immediately notify the other Party through diplomatic channels of the introduction or withdrawal of such measures. These measures shall enter into force after the notification has been presented.

 

Article 10

 

1. This Agreement shall enter into force on the day when the Parties exchange notes informing each other that all internal procedures necessary for the entry into force of this Agreement have been completed.

2. This Agreement shall be valid for the period of one year; afterwards it shall be automatically prolonged for further period of one year, unless any Party provides to other Party with a written notice about its intentions to terminate the Agreement. In this case, it would be terminated after the period of 30 days from the day of the receipt of such notice.

 

 

 

 

 

Signed in ___________________________ on ______________________ in two copies, each in the Lithuanian, Moldovan and English languages. All texts are authentic. In case of divergence in the interpretation of this Agreement, the English text shall prevail.
