Veterinary Surgeons (General Provisions) (Jersey) Order 2012
THE MINISTER FOR PLANNING AND ENVIRONMENT, in pursuance of Articles 3 and 4(2) of the Veterinary Surgeons (Jersey) Law 1999[1], orders as follows –

1 Interpretation
(1) In this Order –
“1966 Act” means the Veterinary Surgeons Act 1966 of the United Kingdom;
“Law” means the Veterinary Surgeons (Jersey) Law 1999[2];
“register” means the register maintained under section 2 of the 1966 Act.
(2) In this Order, a reference to a person’s registration status shall be construed in accordance with Regulations made under section 11 of the 1966 Act.
2 Eligibility for recognition
(1) A person is eligible to be a recognized veterinary surgeon if he or she is authorized to practise as a veterinary surgeon in the United Kingdom.
(2) A person is authorized to practise as a veterinary surgeon in the United Kingdom if –
(a) he or she is registered in the register with the registration status “UK Practising”; and
(b) such registration is not suspended.
3 Application for recognition
(1) A person applying to the Royal Court to be a recognized veterinary surgeon must provide the following particulars –
(a) his or her full name;
(b) if different, the full name under which the person intends to practise in Jersey;
(c) his or her date of birth;
(d) the address at which the person is established and from which he or she intends to practise as a veterinary surgeon in Jersey;
(e) if different, the person’s residential address;
(f) the registration number allocated on his or her first registration in the register; and
(g) his or her registration status.
(2) The particulars must be provided in writing.
(3) A person applying to the Royal Court to be a recognized veterinary surgeon must provide –
(a) a letter of good standing that has been provided by the Royal College of Veterinary Surgeons not more than 3 months before the person’s application is made; and
(b) either the person’s passport or a copy of it, certified in accordance with paragraph (4).
(4) A copy of a person’s passport must be certified as a true copy of the original by –
(a) an advocate or écrivain;
(b) a solicitor or barrister authorized to practise in the United Kingdom; or
(c) a States employee, within the meaning of the Employment of States of Jersey Employees (Jersey) Law 2005[3].
4 Transitional arrangement
(1) For the purposes of Articles 2 and 7(1) of the Law, a person who, immediately before the 27th August 2012, is a recognized veterinary surgeon, shall be deemed to satisfy the requirements for registration.
(2) Paragraph (1) shall not be taken to prevent the Royal Court suspending the person, under Article 6A(2)(a) of the Law, upon the person’s authority to practise being suspended.
(3) Paragraph (1) shall cease to have effect on 1st April 2013.
(4) A person who, immediately before the 27th August 2012, is a recognized veterinary surgeon, shall provide to the Royal Court, in writing, the particulars described in Article 3(1).
(5) The particulars required by paragraph (4) must be provided before 1st April 2013.
(6) The Minister –
(a) may take steps to bring the requirement in paragraph (4) to the attention of veterinary surgeons practising in Jersey; and
(b) may, on behalf of the Royal Court, receive the particulars required by paragraph (4).

This Order may be cited as the Veterinary Surgeons (General Provisions) (Jersey) Order 2012.
