S.I. No. 677/2003 - European Communities (Restrictive Measures) (Liberia) (Amendment) Regulations 2003
I, Mary Harney, Minister for Enterprise, Trade and Employment, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972) and for the purposes of giving effect to Council Regulation (EC) No. 1891/2003 of 27 October 20031 , hereby make the following regulations:

1.      These Regulations may be cited as the European Communities (Restrictive Measures) (Liberia) (Amendment) Regulations 2003

2.      The European Communities (Restrictive Measures) (Liberia) Regulations 2003 ( S.I. No. 407 of 2003 ) are amended -
(a)      by substituting the following for Regulation 2:
“2. A person shall not contravene Council Regulation (EC) No. 1030/2003 of 16 June 20032 as amended by Council Regulation (EC No. 1891/2003 of 27 October 2003.”,
and
(b)      by inserting the following after Regulation 4:
“5.     An offence under these Regulations may be prosecuted by the Minister.”.

EXPLANATORY NOTE

The effect of this Order is to amend the Statutory Instrument that provided for penalties for infringements of the EU Council Regulation (EC) No. 1030/2003 which extended certain restrictive measures in respect of Liberia and introduced a ban on the importation of round logs and timber products originating in Liberia. These amendments give effect to Council Regulation (EC) No. 1891/2003.
