(2) The provisions of subparagraphs (b) and (d) of this paragraph shall not apply to any person who is a British citizen, a British Overseas Territories citizen, a British Overseas citizen, a British subject or a British protected person within the meaning of the British Nationality Act 1981 or to any person who is permanently resident in Gibraltar.
