CONSTITUENCY BOUNDARIES ORDER 1996

[made under section 53 of the Constitution on 14 February 1996 and
brought into operation upon the next dissolution of the Legislature]

WHEREAS —

(a) a Constituency Boundaries Commission was appointed
on 14 October 1994 under section 53 of the
Constitution; and

(b) the Commissioners reported on 30 June 1995 making
recommendations for the retention of certain
constituency boundaries and the alteration of others;
and

(c) the House of Assembly on 14 February 1996 approved a
draft of the following Order, being a draft designed to
give effect to those recommendations without
modification; and

(d) it is deemed expedient to confirm and give legal effect to
that draft:

The Governor now therefore, in exercise of the powers conferred
upon him by sections 54 and 108 of the Constitution, makes the
following Order:—

Citation
1 This Order may be cited as the Constituency Boundaries Order
1996.

New constituency boundaries
2 The boundaries of the constituencies into which the several
Parishes are divided are those set forth in the Schedule.

Incidental and consequential matters
3 (1) Unless otherwise expressly stated, the word "part" in the
Schedule, in relation to a Parish, includes any island situate in that part.

(2) The constituencies described in the Schedule are delineated
on a series of Maps prepared by the Minister of Works and Engineering,
Parks and Housing on 5 December 1995 and deposited with the Deputy
Governor, and those Maps may be referred to for the purpose of
clarifying anything in the Schedule or resolving any doubt or question as
to its meaning or intent.

Revocation of BR 7/1988
4 The Constituency Boundaries Order 1988 is revoked.

Commencement
5 This Order comes into force upon the next dissolution of the
Legislature.

SCHEDULE (Paragraph 2)

New Constituency Boundaries

ST. GEORGE’S PARISH

THE CONSTITUENCY OF ST. GEORGE’S NORTH shall be all that
part of St. George’s Parish lying East and North of a line drawn from a
point at the centre of the intersection of Wellington Back Road and the
Railway Right of Way and extending approximately on a bearing of 70
degrees West of North to North Shore; and extending South-East along
the Railway Right of Way to Mullet Bay Road; thence West along the
centre line of Mullet Bay Road to the junction of Wellington Slip Road;
thence South-East and South-West along the centre lines of the North-
Eastern and South-Eastern arms of Wellington Slip Road to a point

immediately opposite the North-Western end of the North-Eastern
boundary of Meyers Boat Yard; thence in a Southerly direction extending
along the centre of Meyers Slipway to a point in the waters of St.
George’s Harbour due West of the most North-Westerly point of Smith’s
Island; thence East in a straight line across the said waters to the said
most North-Westerly point of Smith’s Island; thence along the Western,
Southern and Eastern shores of Smith’s Island to the most South-
Easterly point thereof; thence North-Easterly through Bremen Cut to the
South-East of Governor’s Island and North-West of Bremen Island and
gunner Point on St. David’s Island to the limit of territorial waters; and
shall also include that part of the said Parish South and East of the
Hamilton Parish boundaries running from Shark Hole in the North;
thence South to the sea and from Shark Hole in the West; thence East to
Castle Harbour.

THE CONSTITUENCY OF ST. GEORGE’S SOUTH shall be all that
part of St. George’s Parish not forming part of the constituency of St.
George’s North.

HAMILTON PARISH

THE CONSTITUENCY OF HAMILTON EAST shall be all that part
of Hamilton Parish lying to the East and South of a line drawn from a
point on the shore of Bailey’s Bay North-West of the junction of North
Shore Road with Fractious Street extending South-East to the above
mentioned junction; thence West along the centre line of North Shore
Road to the junction of My Lords Bay Estates Road; thence South-East
along the centre line of My Lords Bay Estates Road and its Eastern loop
and extending to the sea at My Lords Bay; and all that part of the said
Parish lying South-East of Harrington Sound between the boundaries of
Smith’s Parish and St. George’s Parish.

THE CONSTITUENCY OF HAMILTON WEST shall be all that part
of Hamilton Parish not forming part of the constituency of Hamilton
East; and shall include Trunk Island in Harrington Sound.

SMITH’S PARISH

THE CONSTITUENCY OF SMITH’S SOUTH shall be all that part
of Smith’s Parish lying to the South and East of a line drawn from a
point on the shore where Harrington Sound Road meets the water
approximately 200 feet West of the junction with Knapton Hill Road;
thence East along the centre line of Harrington Sound Road to the

junction with Knapton Hill Road; thence South-West along the centre
line of Knapton Hill Road to Skyline Road; thence North-West and North
along the centre line of skyline Road to a point just South of the South-
Eastern boundary of Conmel; thence in a straight line extending North-
West to the private road known as Oleander Hill; thence in a generally
Westward direction along the centre line of Oleander Hill to Harrington
Hundreds Road; thence in a Southerly direction along the centre line of
Harrington Hundreds Road to the junction with Knapton Hill Road;
thence West along the centre line of Knapton Hill Road to a point in line
with the Eastern boundary of the Idle Acres Estate; thence North along
the boundary of Idle Acres in a straight line to the Northern Boundary of
Idle Acres; thence West and South along the North and West boundaries
of Idle Acres to the North boundary of “The Wilderness”; thence West
along the boundary of “The Wilderness” continuing West along the
Northern boundary of the U.S. Naval Radio Station; thence South along
the Western boundary of the U.S. Naval Radio Station continuing South
along Zuill’s Park Road to the junction of South Road; thence West along
the centre line of South Road to the junction with St. Mark’s Road;
thence in a generally Westward direction along the centre line of St.
Mark’s Road to the junction with Verdmont Road; thence in a generally
South-Westward direction along the centre line of Verdmont Road to the
junction with Hermitage Road; thence along the centre line of Hermitage
Road to the Western boundary of the said Parish.

THE CONSTITUENCY OF SMITH’S NORTH shall be all that part
of Smith’s Parish not forming part of the constituency of Smith’s South.

DEVONSHIRE PARISH

THE CONSTITUENCY OF DEVONSHIRE NORTH shall be all that
part of Devonshire Parish lying North and West of a line drawn from a
point where the Southern boundary of the said Parish intersects with the
Eastern boundary of “Clifton”; thence North along the boundary of
“Clifton” to Middle Road; thence West along Middle Road to Tribe Road
No. 3; thence North along Tribe Road No. 3 to Happy Valley Road; thence
extending East along the centre line of Happy Valley Road to the junction
with Montpelier Road; thence North on a straight line following and
connecting the centre line of Montpelier Road to the junction with
Parson’s Lane; thence South-East along the centre line of Parson’s Lane
to the junction with Orange Valley Road; thence South-East along the
centre line of Orange Valley Road to the junction with the North-West
boundary of Cedar Vale Estate; thence East and South to encircle Cedar
Vale Estate to the junction with Middle Road; thence East along the
centre line of Middle Road to the junction with Chaingate Hill; thence

South along the centre line of Chaingate Hill to the junction with
Watlington Road; thence East in a line to St. Brendan’s Road continuing
North-East along the centre line of St. Brendan’s Road to Hermitage
Road; thence East along the centre line of Hermitage Road to the Parish
boundary.

THE CONSTITUENCY OF DEVONSHIRE SOUTH shall be all that
part of Devonshire Parish not forming part of the constituency of
Devonshire North.

PEMBROKE PARISH

THE CONSTITUENCY OF PEMBROKE EAST shall be all that part
of Pembroke Parish lying East of a line drawn from a point on the shore
immediately opposite the Eastern boundary of Government House
grounds and extending South along the said boundary to Marsh Folly
Road; thence East and North along the centre line of Marsh Folly Road to
the junction with St. Monica’s Road; thence East along the centre line of
St. Monica’s Road to the junction with Glebe Road; thence South along
the centre line of Glebe Road to the junction with Parson’s Road; thence
East along the centre line of Parson’s Road to the junction with Fieldview
Lane also known as Eve Estate Road; thence South along Fieldview Lane
to its end; thence East to the Northern end of Cherry Hill; thence South
along Cherry Hill to Happy Valley Road; thence West a short distance
along the centre line of Happy Valley Road to the junction with Crisson
Avenue also known as Discipline Lane; thence South along the centre
line of Crisson Avenue to the junction to the junction with Second
Avenue; thence West along the centre line of Second Avenue to the
junction with Hibiscus Lane; thence South along the centre line of
Hibiscus Lane to the junction of Cavendish Road; thence West along the
centre line of Cavendish Road across the Eastern boundary of the City
of Hamilton and along the centre line of Reid Street to the junction with
Seon Lane; thence extending in a straight line South along Seon Lane
and across Front Street to the Southern face of Number Eight Dock.

THE CONSTITUENCY OF PEMBROKE EAST CENTRAL shall be
all that part of Pembroke Parish lying West of the Western boundary of
the constituency of Pembroke East and East of a line drawn from a point
on the North Shore directly North of the junction of North Shore and
Berkeley Road extending North to North Shore Road; thence East along
the North Shore Road to the junction with Overview Hill; thence South
along Overview Hill to Mount Hill Road; thence East along Mount Hill
Road to Langton Hill; thence South along the centre line of Langton Hill
to the junction with St. John’s Road; thence South along the centre line
of St. John’s Road crossing the Northern boundary of the City of

Hamilton to Cedar Avenue; thence South along the centre line of Cedar
Avenue to Elliot Street; thence West and North along the centre line of
Elliot Street to the most Westerly link road between Elliot Street and
Laffan Street; thence North along the centre line of the said link road to
Laffan Street; thence West along the centre line of Laffan Street to the
junction with the Railway Right of Way; thence South-West along the
original centre line of the Railway Right of Way to the Western boundary
of the City of Hamilton at the junction of Serpentine Road and
Woodlands Road; thence West and South along the Western boundary of
the City of Hamilton at the junction of Serpentine Road and Woodlands
Road; thence West and South along the Western boundary of the City of
Hamilton to the point where the said Western boundary intersects the
centre line of Richmond Road; thence West along the centre line of
Richmond Road to the junction with Woodbourne Avenue, thence
extending South along the centre line of Woodbourne Avenue and across
Pitts Bay Road to meet the Western boundary of the City of Hamilton;
thence along the said Western boundary to the sea.

THE CONSTITUENCY OF PEMBROKE WEST CENTRAL shall be
all that part of Pembroke lying to the West of the Western boundary of
the constituency of Pembroke East Central and East of a line drawn from
a point on the shore in a direct line with the Ingham’s Vale Estate Road;
thence South across North Shore Road along the estate road; thence
East along King’s Gate Lane to the boundary of Princess Estate; thence
South along the West boundary of Princess Estate to the junction with
Cox’s Hill Road; thence East along the centre line of Cox’s Hill Road to
the junction with St. Johns’ Road; thence West along the centre line of
St. John’s Road to the junction with Pitts Bay Road; thence South along
the centre line of Pitts Bay Road to the junction with Fairyland Road;
thence West along the centre line of Fairyland Road to the junction with
Point Shares Road; thence along the centre line of Point Shares Road to
the Eastern shore of Fairylands Creek; thence South along the Eastern
shore of Fairylands Creek to a concrete beacon marked EB 1972; thence
extending on a bearing of 15 degrees East of South to the waters of
Hamilton Harbour; and shall include Saltus Island.

THE CONSTITUENCY OF PEMBROKE WEST shall be all that
part of Pembroke Parish lying to the West of the Western boundary of the
constituency of Pembroke West Central.

PAGET PARISH

THE CONSTITUENCY OF PAGET WEST shall be all that part of
Paget Parish lying West and South of the junction of Harbour Road and
Valley Road; thence South along the centre line of Valley Road to the
junction with Middle Road; thence West along the centre line of Middle
Road to the junction with Ord Road; thence South along the centre line
of Ord Road to the junction with “S” Hill; thence East to Tribe Road No.
3; thence South along the centre line of Tribe Road No. 3 to the junction
with South Road; thence East along the centre line of South Road to the
junction with Mission Road; thence South along the centre line of
Mission Road to the sea; and shall include Hinson Island and White’s
Island.

THE CONSTITUENCY OF PAGET EAST shall be all that part of
Paget Parish not forming part of the constituency of Paget West.

WARWICK PARISH

THE CONSTITUENCY OF WARWICK WEST shall be all that part
of Warwick Parish lying to the West and South of a line drawn from a
point on the waters of Granaway Deep immediately opposite Tribe Road
No. 6; thence West along Harbour Road to the East boundary of Hillview
Estate; thence South along the boundary of Hillview Estate to the
junction with Tele Lane; thence East along Tele Lane to the junction of
Cedar Hill; thence South along Cedar Hill to the junction with St. Mary’s
Road; thence East along the Estate Road bordering St. Mary’s Road to
Tribe Road No. 6; thence North along Tribe Road No. 6 to the junction of
Cedar Hill; thence East and South along Cedar Hill to the junction with
St. Mary’s Road; thence East along St. Mary’s Road to Longford Road.
Thence South along Longford Road to the junction of Middle Road;
thence South-West along the centre line of Middle Road to the junction
with Khyber Pass; thence South-East along the centre line of Khyber
Pass to the junction with Smith’s Avenue to the junction with Jones
Village Lane; thence South-East along the centre line of Jones Village
Lane to the junction with Khyber Heights Road; thence North-East along
a line projected form the centre line of Khyber Heights Road to Tribe
Road No. 3; thence along the centre line of Tribe Road No. 3 continuing
in a straight line across South Road to the sea; and shall include all the
Islands of the said Parish in Hamilton Harbour, Granaway Deep and the
Great Sound.

CONSTITUENCY BOUNDARIES ORDER 1996

THE CONSTITUENCY OF WARWICK EAST shall be all that part
of Warwick Parish not forming part of the constituency of Warwick West.

SOUTHAMPTON PARISH

THE CONSTITUENCY OF SOUTHAMPTON WEST shall be all that
part of Southampton Parish lying West of a line drawn from the Western
tip of Spectacle Island to the shoreline at the Western boundary of a
house called “Uppity”; thence East along Middle Road to the junction of
Lighthouse Road; thence West along the Lighthouse Road continuing
West along the Railway Trail to the junction of Lighthouse Lane; thence
South along Lighthouse Lane to St. Annes Road; thence in a Westerly
direction along St. Annes Road to Tribe Road No. 3; thence South along
Tribe Road No. 3 to South Road; thence East along South Road to the
Eastern boundary of the Reefs; thence South to the Sea along the
Eastern boundary of the Reefs.

THE CONSTITUENCY OF SOUTHAMPTON EAST shall be all that
part of Southampton not forming part of the constituency of
Southampton West; and shall include all the Islands of the said Parish in
the Little Sound.

SANDYS PARISH

THE CONSTITUENCY OF SANDYS NORTH shall be all that part
of Sandys Parish lying generally North and East of a line drawn from a
point at the Northern side of the junction of Weathervane Lane with West
Side Road extending Westwards to the sea; and extending Eastwards
from the said point approximately 500 feet along the Northern side of
Weathervane Lane; thence through Portland Square following a line
South approximately 275 feet along a private estate road and East
approximately 330 feet along a private estate road known locally as
Gable Avenue to Somerset Road at the junction with Long Bay Road;
thence South-West along the centre line of Somerset Road to the junction
with Bob’s Valley Road; thence East along the centre line of Bob’s Valley
Road to the Railway Right of Way; thence North along the centre line of
the Railway Right of Way to the junction with Cook’s Hill Road; thence
East and South along the Northern and Western sides of Cook’s Hill
Road to the junction with Olive Lane; thence East along the centre line of
Olive Lane and East and North along the Southern and Eastern
boundaries of the Daisey Field Estate to Scott’s Hill Road; thence East
along the centre line of Scott’s Hill Road to the junction with Sound View
Road; thence South along the centre line of Sound View Road to a point
opposite Red Hole and thence South-East to the sea.
