1. This Order may be cited as the

PUBLIC ROADS (DECLARATION, AREA, WIDENING, CLOSING AND DIVERSION) (CONSOLIDATION) ORDER.

2. The roads set out in Part I and Part II of the Schedule hereto are declared to be public roads.

3. The area of each road set out in Part II of the Schedule is deemed to follow the clearing or track as at the date of the making of the proclamation declaring the road to be a public road and to extend for a width of 20' on each side of such

PART II

BELIZE DISTRICT

(1) Commencing at a point approximately 18.75 miles from Belize City situated on the existing Belize Boston Northern River Road at or near its junction with the trail known as the “Fustic Truck Pass” thence in a north-easterly direction through the Tillett’s and Wolffsohn Estates to a point situated on Potts Salt Creek - a total distance of approximately 6.25 miles.

The route of the road shall follow the “Fustic Truck Pass” or any diversion thereof to be made by the Chief Engineer for the purpose of straightening, improving

or avoiding any obstacle to the construction of an improved road.

The area of the road to extend for a width of 25' on each side of the centre line of the route to be selected.

(2) Commencing from a point located approximately 16¾ miles from Belize City on the Belize City to Orange Walk Road, the road runs in a westerly direction and passes through the Double Run Works until it reaches and is terminated by the Belize River at a point on the southern side of the Double Run Shoals.

The area of such road to extend for a distance of 25' on each side of the centre line of the road when located.

(3) Commencing at a wooden post approximately 9 miles from Belize City on the Belize City-Orange Walk Road, the road lies on a bearing S 28° 14' W for a distance of 1,264' to a wooden post thence on a bearing S 59° 03' W for a distance of 1,078' to an iron pipe, thence on a bearing S 28° W a distance of 676' to a wooden post on the northeastern boundary of a parcel of land laid out for Pan American Airways.

The width of the road is set out as 33'.

(4) Commencing at a point approximately 10½ miles from Orange Walk on the Orange Walk-Corozal Road and running approximately in a westerly direction until it reaches Douglas on the Rio Hondo. The length of the road is approximately 3½ miles.

The area of such road to extend for a distance of 50' on either side of the centre of the road when located.

¼ of a mile in a south-westerly direction to a point on the same road approximately 1½ miles from Belize City; and

(b) from a point approximately 3½ miles from Belize City on the Belize City to Jones Lagoon Road for 2½ miles generally in a westerly direction to a point on the Hector Creek Jones Lagoon Road 8 miles from Hector Creek.

The area of such road to extend for a distance of 50' on either side of the centre of the road when located.

BELIZE AND ORANGE WALK DISTRICTS

(1) From a point known as “Cashew Tree” on the present Northern River-Orange Walk Road, situated approximately 15 miles from Northern River, thence following more or less the existing trail to “Broad Ridge” for an approximate distance of 6 miles more or less, thence to a point on the East bank of the New River in the vicinity of “Bound to Shine,” an approximate distance of 1 mile and from a point on the West bank of the same river, for a distance of approximately ¾ mile to a point on the present Guinea Grass-Orange Walk Road situated an approximate distance of 3 miles from Orange Walk Town.

The area of such road to extend for a distance of 50' on both sides of the centre of the road when located.

(2) Commencing from a point known as “Cashew Tree”, which is situated on the present Northern River-Orange Walk Road and is approximately 13 miles from Maskall, the road lies in a west-north-westerly direction for an approximate distance of 8¾ miles via the northern end of Skates Lagoon, Broad Reach and the northern end of Jubilee Lagoon, to a point on the New River in the vicinity of Tower Hill, thence in a north-westerly direction for an approximate distance of ½ mile to a point on the present Orange Walk-Guinea Grass Road, and thence following more or less the existing road in a northerly direction for an approximate distance of 3¾ miles, to Orange Walk Town.

The area of such road to extend for a distance of 50' on both sides of the centre of the road when located.

BELIZE AND NORTHERN DISTRICTS

(1) Boom-Muscle Creek-Scotland Road: From 1½ miles from Boom continuing the present public road generally in a westerly direction via Muscle Creek to Scotland, a total distance of approximately 6½ miles.

(2) Yo Creek to San Lazaro Road: From Yo Creek generally in a southerly direction to San Lazaro, a distance of approximately 5 miles.

(3) Yo Creek to San Lorenzo Road: From Yo Creek generally in a northerly direction to San Lorenzo, a distance of approximately 4 miles.

The area of such roads to extend for a distance of 50' on either side of the centre of the road when located.

COROZAL DISTRICT

(1) That portion of the road known as the San joamal Road from the end of Hospital Street, Corozal, at the town boundary of Corozal, to the new cemetery of the Corozal District Board a distance of approximately 855'.

(2) The portion of the Corozal-Caledonia Road in the District of Corozal commencing at a point 754' more or less (on the said road) in a southerly direction from the northern boundary of the Aguacate Estate to a point on the same road where it crosses the northern boundary of the Santa Cruz Estate a total distance of 11,496' more or less having been closed.

That the more direct route between the two points on the Corozal-Caledonia Road above described as now delineated by a clearing on the ground a total distance of 8,775' more or less, be substituted for the portion of the

public road so closed as aforesaid.

The width of the new road diversion shall extend for 20' on both sides of the centre line of the present clearing making a total width of 40'.

(3) From a point of the New River at Pueblo Nuevo in a northeasterly direction via Saltillo to a point on Grant’s Creek as shown on a plan in the General Registry, Belize City, folio 91 in the Surveyors’ Plans Book No. 4.

The area of the road or right of way shall be deemed to extend for a distance of 20' on each side of the centre line of the existing right of way as delineated on plans of certain grants, filed at the General Registry Belize City, viz.-

Grants Nos. 7 and 20 of 1893 - Crown to Ygina Nagana,

Grant No. 21 of 1893 - Crown to Olegario Romero,

Grant No. 69 of 1894 - Crown to Raphail Romero, and in Surveyors’ Plans Book No. 4 - folio 91.

COROZAL AND ORANGE WALK

(1) Commencing at a point ½ mile from Orange Walk Town on the Orange Walk-San Lorenzo Road thence in a northerly direction through Trial Farm, San Jose and San Pablo a distance of approximately 9½ miles thence in a north-easterly direction a distance of approximately 2½ miles, thence in a northerly direction through Santa Clara and San Roman to Louisville a distance of approximately 6 miles, the whole totalling a distance of 18½ miles and being more particularly described on a plan by A. Wolffsohn, Acting Surveyor General, and recorded in the Surveyor General’s Department. The width of the road shall be taken to be 25' on each side of the centre line as shown on the aforesaid plan subject to minor alterations for the purpose of avoiding obstacles, etc.

(2) The road commencing at Mile 89.5 on the Northern Road in the vicinity of the village of San Joaquin and continuing westward for a distance of 6,700' hereinafter referred to as Sugar Road No. 1.

(3) The road commencing at Mile 60 on Sugar Road No. 1 in the vicinity of the village of San Joaquin and continuing south-westward for a distance of 3,200' hereinafter referred to as Sugar Road No. 2.

(4) The road commencing at Mile 86 on Sugar Road No. 1 in the vicinity of the village of San Joaquin and continuing northward for a distance of 3,046' hereinafter referred to as Sugar Road No. 3.

(5) The road commencing at Mile 90.75 on the Northern Road in the vicinity of the villages of San Joaquin and Calcutta and continuing westward for a distance of 12,200' hereinafter referred to as Sugar Road No. 4.

(6) The road commencing at Mile 89.25 on the Northern Road in the vicinity of the village of America and continuing eastward for a distance of 1,700' hereinafter referred to as Sugar Road No. 5.

(7) The road Commencing at Mile 89.9 on the Northern Road in the vicinity of the village of San Joaquin and continuing south-eastward for a distance of 2,900' hereinafter referred to as Sugar Road No. 6.

(8) The road commencing from Sugar Road No. 6 in the vicinity of the village of Calcutta and continuing northward to Mile 91 on the Northern Road for a distance of 7,000' hereinafter referred to as Sugar Road No. 7.

(9) The road commencing at Mile 7 on Sugar Road No. 7 in the vicinity of the village of Calcutta and continuing eastward for a distance of 2,730' hereinafter referred to as Sugar Road No. 8.

(10) The road commencing at Mile 91.5 on the Northern Road in the vicinity of the village of Hillview and continuing eastward for a distance of 3,300'

(11) The road commencing at Mile 92.4 on the Northern Road in the vicinity of the village of Ranchito and continuing south-eastward for a distance of 2,200' hereinafter referred to as Sugar Road No. 11.

(12) The road commencing at Mile 92.9 on the Northern Road in the vicinity of the village of Corozal Airstrip and continuing south-eastward for a distance of 2,285' hereinafter referred to as Sugar Road No. 12.

(13) The road commencing at Mile 99 on the Northern Road in the vicinity of the village of Chan Chen and continuing north-westward for a distance of 8,100' hereinafter referred to as Sugar Road No. 13.

(14) The road commencing at Mile 98.1 on the Northern Road known as the San Jamal Road and continuing north-north-eastward for a distance of 9,400' hereinafter referred to as Sugar Road No. 14.

(20) The road commencing at Mile 2 from the Northern Road on the Louisville-San Victor Road and continuing north-westward for a distance of 3,000' hereinafter referred to as Sugar Road No 21.

MISCELLANEOUS

(1) That the portion of the Belize City-Corozal road described hereunder, that is to say-

Commencing at a point on the road from Doubloon Bank to Orange Walk, distant 8,910' more or less from the western end of Doubloon Bank Bridge, and from thence in a north-westerly direction as delineated on ground to its junction with the present road at or near the point where the road to Orange Walk meets the road from Petville, a distance of 9,636' more or less, be, for the purpose of its improvement, diverted and that when the diversion shall have been completed such diversion shall become the public road, the area of the diversion to extend for a width of 25' on each side of the survey line.

(2) From Bakers in a northerly direction via the eastern end of Mexico Lagoon to a point known as Cashew Tree on the Government Road from Maskalls Bank to Honey Camp; an estimated distance of 29 to 30 miles.

The route of the road shall be deemed to follow the present clearing or tracks on the old and abandoned Government telephone line or any diversion thereof to be made by the Chief Engineer for the purpose of straightening, improving or avoiding any obstacles to the construction of a graded road.

(3) Commencing from a point known as Swift’s Bank on the righthand side ascending the Belize River, situated below the Boom, thence following the existing track or footpath to a point on the Belize River above White’s Bank.

The area of the road shall be deemed to extend for a width of 25' on each side of the centre line of the present track.

(4) From a point known as Boom Cut-off on the Belize City-Bakers Road to a crossing place on the Belize River to be selected at or near Boom, thence southerly and westerly towards Butcher Burn and Cayo by a route to be finally selected by the Chief Engineer but following in a general direction a survey by the Commissioner of Lands and Surveys.

The area of such road is to extend for a distance of 50' on both sides of the centre of the road when finally located.

(5) Commencing from a point on the public road approximately 140 yards from the southern end of Roaring Creek bridge, on a bearing 262½° for a distance of 1,680 yards; then on a bearing of 228½° for a distance of approximately 4,800 yards to rejoin the public road. The width of the road is to be 100'.

(6) Commencing from a point located on the Access Road to the Airport at the south-east corner of land the property of M. S. Metzgen, the road runs in a westerly direction to the south-west corner of the same property. The width of the road to be 50'.

(7) From Roaring Creek to Caves River, a distance of approximately 14 miles passing through the properties of Orange Walk, Roaring Creek works, Caves works and St. Hermans.

(8) From Mile 55 plus 879½’ of Cayo Road from Belize City (old mileage) a distance of approximately 3¼ miles passing through the Mount Pleasant

(19) The road approximately 1 mile long leading from the ferry landing on the left bank of the Western Branch of the Belize River opposite the village of Succoths, thence in an easterly direction, thence in a northerly direction, thence in a westerly direction through blocks of land numbered 322, 323 and 324 formerly the property of Eusebio Valdez deceased to Xunantunich at the Maya Ruins Reserve.

The route of the road shall follow the trail in use at the present or any diversion thereof made by the Chief Engineer for the purpose of straightening, improving or avoiding any obstacle to the construction of an improved road.

The area of such road to extend for a distance of 50' on either side of the centre line.

(20) The road approximately 2½ miles long commencing from a point on the right bank of Monkey River, in the Toledo District, approximately 1½ miles below the mouth of Tubroos Creek and running in a south-south-westerly direction along the trail now in use from Monkey River to Tubroos Creek.

The route of the road shall follow the trail in use at the present or any diversion thereof made by the Chief Engineer for the purpose of straightening, improving or avoiding any obstacle to the construction of an improved road.

Ltd.) then continuing for approximately 10,000' on the same bearing (40° 0') then approximately 10,750' on bearing of 37° 45' then approximately 7,800' on a bearing of 89° 30' (over the lands of David W. Dangler) to rejoin the existing public road at (approximately) mile 23¾ from Belize City.

(22) Freetown Village Sibun Road

The road running from mile 16¾ on the Western Road to Freetown Village (Sibun).

The said road shall extend 50' on either side of the centre line thereof.

(23) Flowers Bank Road

The road commencing at a point on the Burrell Boom Bermudian Landing Road in the Belize District approximately 1 mile 6 chains measured in westward from the western side of Sebastian Bridge thence running in a northerly and north-westerly direction for a distance of approximately 3 miles and 57 chains to the southern bank of the Belize River at the Village of Flowers Bank.

The area of the road shall extend for a width of 50' on each side of the centre line of the road.

(24) Southern Highway

(a) from Lord’s Ridge Cemetery, Belize City, to Jones Lagoon between Belize City and a point 31 miles from Belize City; and

(b) from Hector Creek to Jones Lagoon between Hector Creek and a point 8 miles from Hector Creek widened to a width of 50' on either side of the centre line.

(3) The public road from Corozal Town to the boundary on St. Helena Road of Mr. E. Perez’s land, a distance of approximately 5¾ miles widened to a width of 50' on either side of the centre line.

(4) The public road commencing at a point on the Belize City-Cayo road approximately 33 miles from Belize City, the road runs in a southeasterly direction for an approximate distance of 1½ miles to a group of hills, and thence for an approximate distance of 1 mile to a point on the Sibun River; the area of such road to extend for a distance of 50' on either side of the centre line.

(5) The following public roads are widened to a width of 50' on either side of the centre line:

PART IV

PUBLIC ROADS CLOSED

(1) A road commencing at the Haulover and running a distance of 3 miles on to the pine ridge just beyond the old Botanical Station, and being a portion of the road originally intended to be the Belize City-Cayo Road.

(2) The roadway 40' wide running from a point where the St. Helena Road is crossed by the Survey Line marking the boundary between Chan Chen Lands and St. Helena Estate to the hamlet of St. Helena on the Rio Hondo, in the Corozal District in the following direction:

North-easterly for a distance of 1 mile 48.20 chains more or less, to the outskirts of the settlement of St. Helena on Four Mile Lagoon and thence northerly for a distance of 79.65 chains, more or less to the Rio Hondo as shown and delineated on a plan of survey signed by G. S. Busby and Fred. W. Brunton, Surveyor General, and dated 22nd December 1924.

(3) From a point known as “Cashew Tree’ on the present Northern River-Orange Walk Road, situated approximately 15 miles from Northern River, thence following more or less the existing trail to “Broad Ridge” for an approximate distance of 6 miles more or less, thence to a point on the east bank of the New River in the vicinity of “Bound to Shine”, an approximate distance of 1 mile and from a point on the west bank of the same river, for a distance of approximately ¾ mile to a point on the present Guinea Grass-Orange Walk Road situated an approximate distance of 3 miles from Orange Walk Town.

(4) A section of the Old Northern Road approximately 89 chains long from a point where it intersects with the Feeder Road to Double Run and proceeding in a northerly direction.

ALL THAT strip of land situate on the Commerce Bight Pier Road, Stann Creek District, being 66 Feet in perpendicular width, lying between two lines drawn parallel to, on opposite sides of and at a distance of 33 Feet measured perpendicularly from a center line or center line produced, shown on Big Plan No.18 and on Tracing No. 36 at the Lands and Surveys Department, Belmopan, and which center line be located as follows:

Commencing at a point which may be located at the intersection of the center line of the Stann Creek Valley Road and the center line of the Commerce Bight Pier Road; thence in a South Westerly direction for a true distance of 11,250 Feet more or less along the center line of the Commerce Bight Pier Road to the intersection of this said Road with the Caribbean Sea.

TOWER HILL BRIDGE (FEES) BY-LAWS (Section 43)

[8th April, 1967]

1. These By-Laws may be cited as the

TOWER HILL BRIDGE (FEES) BY-LAWS.

2. The fees set out in the Schedule to these By-Laws shall be paid by the driver or other person in charge of the vehicle for each use of the Tower Hill Bridge.

3. Any person who avoids or attempts to avoid payment of any fee for which he is liable under these By-Laws shall be guilty of an offence and liable on summary conviction to a fine not exceeding twenty-five dollars.
