CENSUS ORDER
[18th March, 2000.]
1. This Order may be cited as the
CENSUS ORDER.
2. For the purpose of this Order-
“census night” shall mean the period of twelve hours commencing at 6 o’clock in the afternoon of the 12th May and ending at 6 o’clock in the forenoon of the 13th May, 2000.
3. Subject to the provisions of this Order, a census of the population of Belize shall be taken as at the 12th day of May, 2000.
4. (1) Subject to subparagraph (2) below, information for the purpose of the Census shall be furnished with respect to all persons who are alive at midnight on census night and whose usual place of residence is in Belize.
(2) Members of the Belize Defence Force and the British Forces and their families living in military barracks or camps in Belize, and members of the diplomatic corps living in the residences of Ambassadors or High Commissioners to Belize shall not be included in the Census.
5. Information for the purpose of the Census with respect to the persons described in paragraph 4 shall be furnished by-
(i) the householder or persons in charge of every

dwelling with respect to all persons who pass census night on the premises of that dwelling or who are usually resident in that dwelling;
(ii) the proprietor or manager of every hotel, boarding house, boarding school, hostel or similar institution, or any person thereunto duly authorized by such proprietor or manager, with respect to all persons who pass census night on the premises of that hotel, boarding house, boarding school, hostel or similar institution or are usually resident therein;
(iii) the person in charge of every public or private hospital, nursing home, alms house, house for the aged or infirm or similar institution with respect to all persons who pass census night on the premises of any such institution;
(iv) the superintendent or officer in charge of every prison and the officer in charge of every lockup with respect to all persons who pass census night on the premises of that prison or lock-up.
6. The returns shall be made by such Enumerators as shall be appointed in accordance with the regulations made under section 8 of the Census Act.
7. The particulars to be stated in the census returns shall be those set out in the Schedule hereto.
8. The Census (1991) Order 1990, is hereby revoked.

SCHEDULE
(Paragraph 7)
1. In respect of every person:
(a) the name, age, sex, usual place of residence;
(b) relationship to head of household, birth place, ethnicity, religion, ability to speak Spanish and English;
(c) whether disabled or infirm, and if so, type of disability/infirmity;
(d) number of years lived in the town or village and district of residence, town or village and district last lived in;
(e) where census night was spent;
(f) the type of school now being attended, the nature of attendance at such school;
(g) the highest level of educational attainment.
2. In respect of foreign born persons only: the year of immigration and country last lived in.
3. In respect of all persons 14 years old and over:
(a) vocation for which trained or being trained, the methods by which training is acquired;

(b) period of training;
(c) whether worked during past week, main type of economic activity in past week, industry worked in during past week;
(d) occupational status past week;
(e) economic situation during the past week, number of hours worked during past week;
(f) income, pay period;
(g) age at first union;
(h) ability to use a computer;
(i) ownership of farmland.
4. In respect of all females 14 to 64 years inclusive:
(a) number of live born children ever had; number living in household, number living elsewhere, number died (if any);
(b) age when first live-born child was born to her, her age at birth of her last live-born child;
(c) number of live births during past 12 months, number that died (if any).
5. In respect of every inhabited dwelling:
(a) type of dwelling, type of tenure, materials of

outerwalls, materials for roofing, materials for floor;
(b) water supply, toilet facilities, fuel used in kitchen, garbage disposal;
(c) number of rooms and bedrooms, year when built, lighting, ownership of radios, TV, VCR, telephone service, personal computer, private vehicle, refrigerator, washing machine, gas stove;
(d) whether kitchen is shared, outdoors or in separate room.
6. In respect of persons who have gone to live abroad during the ten years immediately prior to Census Night:
(a) country of residence;
(b) year of departure;
(c) age, occupation, sex, level of education at departure.
7. In respect of a responsible informant from all households:
(a) environmental issues of concern;
(b) source and availability of environmental information.

CHAPTER 155
CENSUS REGULATIONS
[15th December, 1990.]
1. These regulations may be cited as the
CENSUS REGULATIONS.
2. In these Regulations, unless the context otherwise requires:
“Census day” means the 12th day of May, two thousand;
“Census forms” means forms issued by the Census Officer for the recording of census information;
“Census information” means all particulars required under the Census Order, 2000, to be stated in the Census returns;
“Census night” has the meaning assigned to it in the Census Order, 2000;
“the Order” means the Census Order, 2000 and any amendments thereto;
“the Act”’ means the Census Act.”
3. The Census Officer shall divide the country of Belize into districts to be known as Supervisor’s Districts, and every such Supervisor’s District into sub-districts to be known as Enumeration Districts, and shall prepare a map and a written description of every such Supervisor’s District and Enumeration District.

4. (1) The Census Officer shall appoint such suitable persons as may be necessary to be District Supervisors, Field Supervisors and Enumerators and shall assign each Field Supervisor to one or more Supervisor’s Districts and each Enumerator to one or more Enumeration Districts.
(2) Notice of the appointment of every Supervisor shall be published in the Gazette.
(3) Where it appears to the Census Officer that a Supervisor or Enumerator is by reason of illness or for any other cause, unfit to perform his duties under theAct or these Regulations, the Census Officer may appoint some fit and proper person in his place to perform those duties.
(4) The Census Officer may require all justices of the peace, priests, clergymen, ministers of any religious denomination, registrars and deputy registrars of births and deaths, teachers employed in Government schools and in schools receiving grant within the meaning of the Education Act, Assistant Superintendents of Police, non commissioned officers of police, constables, and all other persons in receipt of wages or salary from public funds to perform the duties of supervisors or enumerators as prescribed in these regulations.
5. It shall be the duty of every supervisor -
(a) to advise the Census Officer on the division of his Supervisor’s District or Districts into Enumeration Districts and on the appointment of suitable persons as Enumerators;
(b) to assist in the training and to give necessary instructions to Enumerators in his Supervisor District or Districts;
(c) to issue to Enumerators all census forms and other articles necessary for the taking of the census;

(d) to examine all entries made in census forms Enumerators and, where it appears upon examination that any census information in any form is defective or has been omitted, to require the Enumerator responsible for filling up the form to take steps to correct the defective information or to supply the missing information.
(e) to make emergency arrangements to replace any Enumerator who may be unable to carry out his duties;
(f) to arrange for the enumeration of persons who may be found in his Supervisor’s Districts or Districts on census night not in dwellings;
(g) to receive, examine and transmit to the Census Officer all census forms and other articles delivered to him by the Enumerators in his Supervisor’s District or Districts;
(h) to provide at the conclusion of the enumeration a written report on the work of the Enumerators in his Supervisor’s District or Districts, and to witness such declarations by the said Enumerators as the Census Officer may require him to witness; and
(i) to carry out generally any written instructions issued to him by the Census Officer or his deputy for the purpose of taking the census.
6. It shall be the duty of every Enumerator –
(a) to meet the Supervisors at such times and places

as the Supervisor may direct;
(b) to preserve carefully any written instructions, books, forms documents or any other articles or things issued to him in connection with his duties and to return them in good condition to the Supervisor at the conclusion of the enumeration or when called upon to do so;
(c) to visit personally every inhabited dwelling in the Enumeration District or Districts to which he may be assigned, to obtain all information necessary for the filling up ofthe census forms and to fill up accurately and faithfully census forms with respect to every such dwelling;
(d) to make further visits to dwellings, if on a first visit thereto the required information cannot be obtained, and at the direction of the Supervisor to revisit any dwelling for the purpose of supplying or correcting or verifying entries in any census form;
(e) to assist the Supervisor in the performance of the duties prescribed by paragraph (f) of regulation 5 of these Regulations if so directed by the Supervisor;
(f) to assist any other Enumerator in the performance of his duties in any other Enumeration District if so directed by the Supervisor; and
(g) to carry out generally such instructions of the Census Officer or his deputy, or of the Supervisor

as may be issued for the purpose of taking the census.
7. (1) Every Field Supervisor shall, on the acceptance of his appointment, make in the presence of a Census Officer or a Justice of the Peace, a written declaration in the form set out in Form A of the Schedule hereto.
(2) Every Field Supervisor shall, at the time when he transmits the census forms for his Supervisor’s District or Districts to the Census Officer, make in the presence of the Census Officer or his deputy or of a Justice of the Peace a written declaration as to the due and faithful performance of his duties in the form set out in the Schedule hereto.
8. (1) Every Enumerator shall, on the acceptance of his appointment and also on the completion of his duties, make in the presence of the Supervisor a written declaration as to the due and faithful performance of his duties.
(2) Such declarations shall be in accordance with the forms set out in the Schedule hereto.
9. Every person with respect to whom census information is required by the Order to be furnished shall upon demand, give to an Enumerator such census information with respect to himself.
10. Every person, who is required by the Order to furnish census information with respect to other persons, shall upon demand furnish to an Enumerator such census information with respect to those other persons.
11. Every person with respect to whom it is the duty of another person prescribed by the Order to furnish census information, shall upon demand, give such census information to such prescribed person.

12. Supervisors and Enumerators shall be entitled to receive such remuneration for their services in the performance of their duties in connection with the taking of the census at such rates as the Minister may approve. They shall receive transport, travelling and subsistence allowances in accordance with the rules for the time being applicable to public officers;
Provided that Enumerators shall only be paid travelling and subsistence allowance if in the opinion of the Census Officer special circumstances exist which warrant the payment of such allowances.
13. The Census Regulations, 1979 are hereby revoked.
