DECLARATION OF QUALITY ASSURANCE ACTIVITY
UNDER SECTION 124X
QAA No. 3/2010
I, NICOLA ROXON, Minister for Health and Ageing, under Section 124X of the Health Insurance Act 1973 (the Act):
1. DECLARE the Activity described in the Schedule to this declaration (the Activity) to be a quality assurance activity to which Part VC of the Act applies being satisfied in relation to the Activity that:
(i) the organisation engaging in the Activity is authorised to do so by an association of health professionals; and
(ii) it is in the public interest that Part VC of the Act applies to the Activity having regard to the criteria prescribed in regulations 23C to 23G (inclusive) of the Health Insurance Regulations 1975.
2. This Declaration has effect from the day after registration on the Federal Register of Legislative Instruments. Section 124X(4) of the Act prescribes that, unless sooner revoked, this determination ceases to be in force at the end of 5 years after the instrument of declaration was signed.

PART VC OF THE HEALTH INSURANCE ACT 1973 APPLIES
Item Description of Quality Assurance Activity

1. Organisation engaging in activity: Patient Safety & Healthcare Human Factors, University of South Australia
Title: CareTrack Australia
Description: CareTrack Australia will establish a national population survey to identify and access healthcare records for 1,000 randomly selected, consenting patients for three years. Consenting patients healthcare records will be reviewed and data extracted to determine the percentage of healthcare encounters at which Australians receive evidence based care for 50 common conditions. Semi-structured interviews with a sub-set of patients and healthcare providers will be conducted to examine the drivers of healthcare practice and to demonstrate the feasibility of applying the CareTrack Australia methology. This methology will enable the measurement and monitoring of safety and quality on an ongoing basis on a national scale and across a variety of healthcare practices and settings and provide a sustainable way to track improvements in healthcare.
