AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability:
All Jabiru series 2200J and 2200C engines.

Requirement:
1.        Replace Type A circlips on affected engines in accordance with the requirements of Jabiru Service Bulletin JSB 033-1, dated 17th Aug 2012.
2.        DO NOT install Type A circlips as described in JSB 033-1.
3.        Discard all Type A circlips as described in JSB 033-1 that are currently held as spare parts.
Note 1:  The referenced service bulletin is applicable to ALL Jabiru 2200 and 3300 engine models. Some of these engines are fitted to experimental, amateur built and light sport aircraft and are not subject to this Airworthiness Directive. Some may be subject to a Manufacturer’s Safety Direction. Only type certificated models are included in the applicability of this AD. 

Compliance:
1.        Engines In Service:
Within the next 5 hours in service or 6 months whichever is the sooner.
The 5-hour allowance is provided to allow operators to ferry their aircraft to their place of maintenance.
Engines In Storage:
Before the engine is used in an aircraft or within 12 months – whichever is the sooner.
2.        As of the effective date of this AD.
3.        As of the effective date of this AD.

 
This Airworthiness Directive becomes effective on 5 September 2012.

Background:
On the 17th August 2012 Jabiru Aircraft Pty Ltd released Service Bulletin JSB 033-1 instructing the replacement of Type A circlips manufactured to the JIS B 2804 specification which were supplied in engines and as spare parts piston kit P/N T4A543A0D.
Testing and service experience has shown that the affected Type A (JIS B 2804) circlips are unusually sensitive to installation techniques, causing the circlip to migrate in service leading to catastrophic engine damage.
Piston kits P/N T4A543A0D, which include the Type A circlip have been subsequently issued to Jabiru operators worldwide. A possibility exists that a type certified engine may become contaminated with an affected Type A circlip should piston kit P/N T4A543A0D have been installed.
The Service Bulletin referenced in this Airworthiness Directive requires the replacement of Type A circlips.
This Airworthiness Directive also instructs that all Type A circlips held as spares should be discarded, and prohibits the installation of all Type A circlips as described in Service Bulletin JSB 033-1.

Remarks
Due to the nature of the unsafe condition, a formal consultation process was not possible prior to this AD being published. As such interested parties are invited to comment on this AD before 19 September 2012.
