I, Graham Peachey, Chief Executive Officer of the Australian Maritime Safety Authority, make this Order under subsection 342(1) of the Navigation Act 2012.

                 This Order is Marine Order 11 (Living and working conditions on vessels) Amendment 2013 (No. 1) .
2          Commencement
                 This Order commences on 21 August 2013.
3          Amendment of Marine Order 11 (Living and working conditions on vessels) 2013
                 Schedule 1 amends Marine Order 11 (Living and working conditions on vessels) 2013.

        (4)     To the extent that a foreign vessel is required to comply with the Maritime Labour Convention or would otherwise receive more favourable treatment because it flies the flag of a country that has not ratified the Maritime Labour Convention, this Order applies to the foreign vessel when it is:
(a)   in an Australian port; or
(b)   entering or leaving an Australian port; or
(c)   in the internal waters of Australia; or
(d)   in the territorial sea of Australia other than in the course of innocent passage.
