Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 4/2015
I, DOCTOR ANTHONY HOBBS, delegate of the Minister for Health, under section 124X of the Health Insurance Act 1973 (the Act):
1. DECLARE the Activity described in the Schedule to this declaration (the Activity) to be a quality assurance activity to which Part VC of the Act applies being satisfied in relation to the Activity that:
(i) any person engaging in, or proposing to engage in, the Activity is authorised to do so by an association of health professionals; and
(ii) it is in the public interest that Part VC of the Act apply to the Activity having regard to the criteria prescribed in regulations 23C to 23G (inclusive) of the Health Insurance Regulations 1975.

This Declaration is the Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 4/2015.
2. Commencement
This Declaration commences the day after registration on the Federal Register of Legislative Instruments.
3. Cessation
This Declaration will cease to be in force at the end of 5 years after the Declaration is signed.
4. Authority
This Declaration is made under the Health Insurance Act 1973.
5. Schedule
The Schedule to this Instrument describes the quality assurance activity to which Part VC of the Health Insurance Act 1973 applies.

Description:
This Activity involves web-based self audit using a software system provided by Surgical Performance Pty Ltd that provides performance feedback to health professionals, administrators and other interested parties on the outcomes of medical interventions. The software product/s allow comparison of outcomes for a health care provider with others, whether local or in the medical communities at large, with the aim of providing better health outcomes for patients.
