The DECISION to approve the development plan for small and medium enterprises in the period of 2011-2015 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to Decree No. 56/2009/ND-CP dated 30 June 2009, the Government's support for small and medium enterprise development;
Pursuant resolution No. 22/2010/NQ-CP on May 5, 2010 of the Government on the implementation of the Decree No. 56/2009/ND-CP dated 30 June 2009, the Government's support for small and medium enterprise development;
Considering the recommendation of the Minister of planning and investment, the DECISION: article 1. Accompanying this decision approved the development plan for small and medium enterprises in the period of 2011-2015 with the following principal contents: i. DEVELOPMENT of SMALL and MEDIUM ENTERPRISES 1. Small and medium enterprises development is a long-term strategy, consistency and throughout the action program of the Government, is the central task of economic development policy of the country.
2. State of environment law and the mechanisms of favorable policies for small and medium enterprises in all economic sectors to develop equal and healthy competition in order to mobilize all resources for investment and development.
3. small and medium enterprises development under the motto of positive, solid, quality improvement, growing in number, economic efficiency, protect the environment, contributing to job creation, poverty, poverty reduction, ensure social safety order; development of small and medium enterprises in accordance with the conditions of each region, locality, encourage the development of rural industry, traditional villages; focus on small and medium enterprises development in the remote areas, the socio-economic conditions are difficult; development priorities and support to small and medium businesses by minorities, women, disabled persons, etc. do business owners; focus on support of small and medium enterprise development investment in industrial development, support services, production of some areas have high competitiveness.

II. The DEVELOPMENT Of SMALL And MEDIUM ENTERPRISES 1. General goals: accelerating the pace of development and enhance the competitiveness of small and medium enterprises, create business and investment environment conducive to healthy, to the small and medium business increasing contribution to economic development, enhance national competitiveness and international economic integration.
2. Specific objectives:-the number of small and medium enterprises established the new period 2011-2015 projected 350,000 businesses; until 31 December 2015 the country has 600,000 active business;
-The proportion of the exports of the small and medium business area accounted for 25% of the total turnover in the country;
-Investment of small and medium business area accounted for 35% of total capital investment in the whole society;
-Small and medium enterprise sector contributes about 40% of GDP; 30% of the State budget revenues;
-Small and medium enterprises to create more about 3.5-4 million new job in the period 2011-2015.
3. Main tasks:-to further improve and ensure the stability of legal frameworks, administrative reform aimed at creating business investment environment of equality, transparency, for the small and medium enterprise development;
-Breakthrough to small and medium businesses access capital, improve the effective use of loans for small and medium enterprises;
-Support for strengthening research; technological development; promote innovation, technology transfer to enhance productivity, product quality and competitiveness of small and medium enterprises. Accelerate the implementation of the support program, common, application technology and advanced engineering to small and medium enterprises, encourage cooperation and the sharing of technology among small and medium businesses to large enterprises, enterprises with foreign investment. Encouraging small and medium enterprises to join the affiliate program, the affiliate industry and industrial development support;
-Promote the training occupations guarantees provided human resources skills for the small and medium enterprises. Attach importance to the training of the industry, high-technology fields to labor restructuring from rudimentary to skilled labor levels, to meet the requirements of development of small and medium enterprises in the new period. Integrating human resource development solutions for small and medium businesses in the project to develop national human resources. Encourage established businesses or links with vocational training and job creation. Synchronous development of the labour market; development of database system on the labor market, the forms of labour market information in order to connect the supply and demand of labour;
-Improve the shortage of production sites, enhancing environmental protection through the establishment and openly planning, land-use planning; facilitating the development of industrial clusters scale are affordable and suitable land with the ability of small and medium enterprises; relocation assistance for small and medium businesses to pollute, harm to the environment in the urban and residential areas to the industrial clusters;
-Formation of network information system of support for small and medium enterprises to provide information about the legal documents regulating activity of the business, policies, program help small and medium enterprises development and other information to support business activities of the enterprise;
-Improve the effectiveness of coordinated implementation of activities help develop small and medium enterprises, strengthen the role of the Council encourage the development of small and medium enterprises; strengthening local capacity for the management, promotion, small and medium enterprise development.

Which focus on the following specific solutions:-established Funds to support small and medium enterprises;

IV. ORGANIZATIONS MAKE

To implement the development plan for small and medium enterprises in 2011-2015, the ministries, the local need to integrate the development assistance program for small and medium businesses with the national target program, the project, the objective of the program the ministries, local relevance to the efficient use of resources.
1. The Council encourages the development of small and medium enterprises are responsible for:-through the permanent bodies of the Council to monitor and oversee the implementation of the plan of the Ministry of industry, agency, consultant to Prime the problems arising in the process of implementing the plan;
-Propose the Prime Minister changes, adjust as needed on the programme of action, the Group of solutions in the process of implementing the met stuck, difficult to impossible not to achieve your goal.
2. Ministry of planning and investment has responsibility for general development plan for small and medium enterprises on the basis of the plans of the local branches; the coordination, monitoring, public reporting the implementation of the plan of the Ministry, local branches across the country about the implementation of solutions to support small and medium enterprises.
3. The Ministry of finance, in cooperation with the Ministry of planning and investment in budget funding arrangement to ensure the implementation of the solution in action program plan for small and medium enterprises development under the rules.
4. The ministries responsible for the effective implementation of the above mentioned Solutions Group, content in the plan according to the functions and tasks assigned.
5. the people's committees of provinces and cities under central are responsible to:-build plan for small and medium enterprises development and the agenda for action for the Department, the city and the route taken, in cooperation with the ministries to carry out the task of developing small and medium business locally; deployed staff, annual budget plan assurance in the province;
-Responsibility for the unit is the focal point for planning and investment, in coordination with the relevant departments make good plans for small and medium business development locally, promptly sent the report to the Ministry of planning and investment, the obstacles and problems arising in the process of implementing the plan to have the processing solutions;
-Before 31 March each year is responsible for submitting the report the situation of implementing the development plan for small and medium enterprise of the year prior to the Ministry of planning and investment to General, regulatory reports.
Article 2. This decision has the effect since the date of signing.
Article 3. President of the Council encourage the development of small and medium enterprises, the Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the central cities, is responsible for the implementation of this decision.
