The DIRECTIVE on strengthening the work of HIV/AIDS _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ more than 10 years, the prevention of HIV/AIDS have been implemented in the country and has obtained some positive results: System organized, HIV/AIDS was formed and soon come into operation; the interventions in the health sector are implemented synchronously; HIV/AIDS awareness and prevention of HIV/AIDS had the positive. ... Even so, the HIV/AIDS epidemic continues to grow and spread throughout the province, city, 80% of the district and more than 50 percent of communes nationwide. As reported by the Health Ministry, the country currently has over 59,000 people infected with HIV, of which over 8,700 people have progressed into AIDS and more than 4,800 people die due to AIDS.

The number of people infected with HIV/AIDS increased mainly due to the increase of the social evils, particularly prostitution, drugs; coordination on prevention of HIV/AIDS among the ministries, local not yet closely; community recognition for people infected with HIV/AIDS are incomplete; the management, care and treatment of people infected with HIV/AIDS have yet to comply, the propaganda about HIV/AIDS has not been extensive, precautionary measures, the activities, HIV/AIDS at the grassroots have not truly effective.

To overcome the above exist, in order to enhance the effectiveness of the activities, HIV/AIDS, the Prime Directive: 1. Ministry of culture and information, in collaboration with the ministries, the people's committees of provinces and cities under central, the socio-political organizations, the unions strengthen people's information , education, communication with diverse forms, rich, consistent, in order to enhance the responsibility of the party committees at all levels, local authorities in the prevention of HIV/AIDS; Guide to awareness of the community towards empathy, share, non-discrimination of people with HIV/AIDS; avoid the psychology of fear in people; loving, caring family person themselves infected with HIV/AIDS; healthy lifestyle education, practice and maintain their sexual behaviour and injection, injection safety among people, especially among the youth.

2. The Ministry of public security, in coordination with the Ministry of health, the Ministry of finance, Ministry of labor, invalids and Social Affairs, Committee on population, family and children studies, construction management of children, the prostitution, drug addicts infected HIV/AIDS are in the liberal base , education, prisons, detention camps and detention houses; construction plan and organize the implementation of preventive interventions are effective to reduce the HIV/AIDS from the high-risk groups of people out in the community.

3. The Ministry of labour, invalids and Social Affairs, in collaboration with the Ministry of public security, the Ministry of health, the Ministry of finance, the Committee of population, family and children studies, construction management, health care, education for children, the prostitution, drug addicts infected HIV/AIDS in the community; Labor agency direction, invalids and in local society, in collaboration with the health authorities of the same level of management, counseling, care of people infected with HIV/AIDS in the community and in the healing facility was established by the Ordinance on handling administrative violations, the Center for social protection.

4. Ministry of planning and investment, the Ministry of finance is responsible for the evaluation, estimation and timely funding for the operation of the program on HIV/AIDS, according to the budget plan was approved by the Government every year; investment priorities for the prevention, HIV/AIDS, especially in the medical field and the interventions in the community. The mobilization and effective use of domestic and external funding for HIV/AIDS; in coordination with the ministries concerned and the provincial people's Committee examined the management and use of the capital investment for the prevention of HIV/AIDS.

5. The Ministry of education and training, in collaboration with the Ministry of health and the Ministry of construction, the program with the appropriate content on prevention of HIV/AIDS and to organize teaching in all types of schools.

6. The Ministry of health is responsible for: a) strengthen organization-wide HIV/AIDS prevention from the central to the local, ensures a consistent clues, aimed at achieving high efficiency in directing and operated HIV/AIDS.

b) strengthening intervention activities minimize harmful effects, limiting the spread of HIV/AIDS infection in the community. Promote the work of epidemiological monitoring of HIV/AIDS, safe blood transfusions, treatment, prevention of HIV/AIDS from mother to child; Prevention of sexually transmitted diseases; strengthen prevention of HIV/AIDS through medical services.

c) chaired the construction and implementation of management plans, care of people infected with HIV/AIDS. Research and construction of the project to produce HIV/AIDS drug treatment program approved by the Government.

d) presided, in cooperation with the Ministry of Justice and the ministries concerned to sum, reviews the results and have additional recommendations, amending Ordinance on prevention of virus infection causing immunodeficiency syndrome made in people (HIV/AIDS). The correct implementation of national commitments, the Government of Vietnam in the international work of HIV/AIDS.

7. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the province, the central cities in collaboration with departments, the socio-political organizations and social institutions in the direction and implementation of this directive seriously periodic reporting, the results sent to the Ministry of Health reported the Prime Minister.
