However, commercial activity on the domestic market was also not less weak and inadequacies such as slow development and establish the Organization of markets and the traffic channel to ensure coherence and diversity from production to consumption; commercial infrastructure not proper; the work of the forecast of supply-demand, prices have yet to meet the operating requirements of the good economy as well as the practices of production, business; the process links and accumulation between enterprises, first of all is the commercial State enterprises has not been sharp navigation, so do not create competitive before the integration requirements; governance of the trade yet alignment are practices.
The cause of the condition is due to the mechanism of our country's economy is in transition, most enterprises are small, new private sector components began to form; aware of the departments, the business about the position, the role of the domestic market has not been fullest; the domestic market has not been focused, the lack of specific direction in the implementation of the mechanisms, the policy has.
To overcome the above shortcomings, promoting further the role of the domestic market in promoting development of the production, the country's economic growth, creating a solid basis for international economic integration, the Prime Minister asked the Ministers, heads of ministerial agencies , Chairman of the people's committees of provinces and cities under central (hereinafter referred to as the Department) to focus on directing and performing the following tasks: 1. To form and develop trade infrastructure in order to create favorable conditions for the operation of exchange purchase and sale of goods , including: market, commercial center (wholesale, retail sale of goods), supermarkets and stores network fit and meet the requirement of production development, the people's consumption on each area.
a) Ministry of Commerce is responsible for:-work closely with the provincial people's Committee in the formulation and implementation of development planning network market, the commercial centre with supermarket, the location, the scale match the specific conditions and characteristics of each; attach importance to the development of the wholesale market, market sales, commercial centers and large supermarkets in a reasonable manner.
-Chairing, in coordination with the ministries concerned research, issued a technical-economic standards, design templates for the types of markets and commercial centers to ensure be reasonableness, effectiveness and savings in construction as well as in the mining, use.
b) Ministry of planning and investment has responsibility for:-chaired, in coordination with the ministries concerned the balance of resources from the central budget to the Prime Minister for approval to the annual plan layout to support investing part of the technical infrastructure for the market construction projects in the spirit of the Decree No. 02/2003/ND-CP dated 14 January 2003 of the Chief Government on the development and management of the market. 5. Develop strong cooperative trade-services on the other, the focus is on rural areas.

7. Ministry of Commerce is responsible for monitoring and periodic reporting of the Prime Minister on the implementation of the legal text issued on the domestic market management and the implementation of this directive.
8. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the people's committees of provinces and cities under central responsibility to fulfill the tasks specified in this directive.
