The legal environment, mechanisms, policies about missing service development and not yet in sync; Yet there is coherence between sectors to support and complement each other to grow. The quality and performance of business services still low; low value; the price of the service sectors are also quite high compared with other countries in the region and the world, a number of important services have important implications for national competitiveness has not yet developed.

3.
