CIRCULAR guiding principles, methods of identification and authority to decide the price of water consumption in the urban, industrial, residential and rural _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to Decree No. 77/2003/ND-CP on 1st July 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of finance;

President Finance-Ministry of construction guidelines principles, methods of determination and authority decides clean water consumption in urban areas, industrial zones, rural residential clusters as follows: I-PRINCIPLES FOR DETERMINING the CONSUMPTION of CLEAN WATER clean water consumption Rates are determined on the following principles : 1. water consumption Rates must be calculated correctly, the computer is the cost factor of the whole price and a reasonable level of profit in the process of production, distribution, consumption to enterprises producing, maintaining clean water and business development.
