Circular of Ministry of finance, Ministry of industry no. 36/2004/TTLT-BTC-BCN on May 16, 2005 "guide the management and use of funds for economic career promotional activity" _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to Decree No. 60/2003/ND-CP dated 6 June 2003 from the Government detailing and guiding the implementation of the law on the State budget;
Pursuant to Decree No. 134/2004/ND-CP dated 9 June 2004 the Government encourage the development of rural industry.
To unify the management and use of funding economic career made promotional activities, the Ministry of Finance-Ministry joint industry guide as follows: part I GENERAL PROVISIONS 1. This circular guides on the management and use of funding economic career due to State budget grants annually to implement the activities encouraged, guided and facilitated the Organization, individuals involved in developing rural industry (promotional activities).

Part II SPECIFIC RULES 1. Object state promotional support: 1.1. 3.4. support costs for providing information on markets, prices, products and technology of domestic and foreign markets; marketing, search marketing, business partners and organizing exhibitions, fairs, product launches.
3.5. support costs to the Organization for vocational training, career development and occupational transmission.
3.6. support costs for the rental of production facilities area participated in the fair, the exhibition introduces the product in the country.
3.7. support costs for organizing experience exchange activities, sightseeing, survey in the country; support and create conditions for the industrial production of the rural venture, links, economic cooperation, participate in industry associations.

3.8. support costs to build pilot demonstration engineering, technology transfer and implementation consulting services and science-technology to support organizations and individuals investing in the production of the rural industry.
4. promotional task hierarchy: 4.1. The Mission of the national promotional expenditure: a. 5. 5.2. 6. the conditions for support of public promotion: 6.1. 7.
