CIRCULAR guiding the management of funding environmental career _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law on environmental protection no. 52/2005/QH11 of the National Assembly of the Socialist Republic of Vietnam, POKER 8 session Course, passed on November 29, 2005;

3. The schemes, projects on environmental protection must be approved by the new authority qualified to arrange funding and implementation.
4. The agencies, organizations, individuals must use the correct environment career funding purposes, the true mode, subject to inspection by competent authorities and funding settlement already use, make public the budget according to the current rules.
5. The task of the State budget expenditure on the protection of the environment in other funding sources (such as payment from sources of scientific career, capital construction, ...) are not in the scope specified in this circular.
II. SPECIFIC RULES 1. Decentralized task of environmental protection.
1.1. the task of the central budget, include: a basic investigation) activities, surveys, reports, alerts, set up the project, the project on the environment:-the operation of the monitoring system and the analysis of the environment due to the Agency, the central management unit (including the network of observation and analysis of the environment); construction and implementation of the environmental monitoring program.
-Census, survey, reviews the current state of the environment, environmental impact assessment, environmental performance related forecasting Department, nationwide.
-Investigation, statistics, reviews of waste, pollution, degradation and environmental issues.
-Experimental research investigations, applying scientific and technological advances, the technology on the protection of the environment; strategy, planning, plan, policy mechanisms, standards, technical-economic norms, technical process on the protection of the environment.
-Environmental reports periodically and irregularly.
-Evaluation of the environmental assessment report strategy.
-Capacity building of disaster prediction, warning and prevention, environmental incident response, including the national support of the equipment and the operation of the rescue response to environmental issues.  
-Construction and evaluation of projects, project environmental career.
b) waste management activities:-support sorting operations, collecting, transporting, handling, recycling, minimise hazardous waste landfill Intercity scale pilot models or the national level.

d) build and maintain information systems operations, environmental database (including the collection, processing and exchange of information); the warning information system for community environment.
DD) advocacy, dissemination, education and environmental legislation; professional training on the protection of the environment to the provincial level.
e) professional activities, inspectors checked the implementation of the law on the protection of the environment.
g) activities of the Steering Committee, the Executive Committee, a permanent Office on the protection of the environment, which for the international cooperation projects on environmental protection (if any).
h) Chi Awards, rewarding the country level on the protection of the environment for organizations and individuals to contribute in the Mission of environmental protection is authorized to decide.

III. IMPLEMENTATION
