CIRCULAR of MINISTRY OF SCIENCE TECHNOLOGY and ENVIRONMENT-industry guide to assigning responsibility for governance of quality industrial explosives To implement article 4, section 7 of Decree No. 87/CP dated December 8, 1995 by the Government assigned state management responsibility for the quality of the goods; Minister of science, technology and environment-industry guidelines as follows: 1. industrial explosives is kind of special, technical materials is conditional trading goods were stipulated in chapter III of Decree 31/CP dated 5 January 1995 and article 1 of Decree No. 27/CP dated 20 April 1995 from the Government by the Ministry of industry, the State administration of quality sewn preparing production to produce the product, supply, use, export, import.
2. The content of State management on the quality of the explosives industry: 2.1. About the work of TCH and other direct industrial Manager perform the following tasks:-build the direction, objectives and specific policies on ensuring and improving the quality, safety of industrial explosive materials;

-Construction planning laboratories are recognized for industrial explosives;
-Planning the Vietnam standards (ISO) and General construction plan TCVN including funding proposals from the State budget and the funding base of contributions; elections expert participated in the Technical Committee on Standardization of industrial explosives;
-Regulating the mandatory application of the ISO, especially about safety standards for industrial explosives; Organization and the urge to check the application of the ISO and the handling of cases of violation of the ISO.

-Ministry of science, technology and the environment issued the ISO on the explosives industry and the Post Gazette of the Socialist Republic of Vietnam.
2.2. Every year, the industry Ministry announced the list of industrial explosive materials produced within the country, permitted to use attached to the base, the required quality criteria apply. The industry host notes-testing, evaluate the quality of new industrial explosives (including domestic production and imported) include provisions on the requirements of the order and the procedures, content translations-test and specify the implementation agency-testing. Survey results-the base test, the Ministry of industry decisions to allow the production, import and use for other types of industrial explosives.
2.3. The industry proposals and inform the Ministry of science, technology and the environment before 15 August each year listing the explosives industry (domestic production and imports) to check the quality, to the Ministry of science, technology and the environment announced in September every year and apply from January 1 next year. Private from now to December 31, 1997, the portfolio of industrial explosive materials domestic production and imports must pass quality control are specified in Appendix 1 and Appendix 2 of this circular.

Before June 30, 1996, the Ministry of industry-science, technology and the environment agreed in writing to specify State inspection organization for quality explosives industry domestic production and imports.
3. Implementation 3.1. Unity Minister designate focal agencies help lead the two Ministries direct the management of the quality of the explosives industry are as follows:-technology management and product quality (Ministry of industry).
-General Directorate for standards and quality (Ministry of science, technology and the environment).
3.2. To strictly implement the Decree 87/CP of the Government, The two leaders annual coordinated consideration of the implementation of the circular order and agreement on the measures to implement next. When there are fluctuations in the quality of the explosives industry in production, export-import, deems necessary Ministry of industry in collaboration with the Ministry of science, technology and the environment direct the relevant organization conducting the measure promptly.
3.3. Six months and 12 months of every year, the Ministry of industry reported the implementation decree 86/CP with respect to the governance of quality, about the use of industrial explosives with the Government, at the same time informed the Ministry of science, technology and environment to General Government reports.
4. This circular is effective from the date of signing. In the process if there are new issues arise. The two Ministries will discuss specific resolution.
