CIRCULAR guide fostering mode when going to sea for workers, staff of the business units of the geological industry pursuant to decision No. 611/TTg dated 4/9/1996 of the Prime Minister and the Prime Minister's comments in document No. 854/CP-VX on 14/8/1999 of the Government on fostering mode while working on the sea for workers the officer, business units, after exchanging ideas with the ministries concerned, the Ministry of labor, invalids and Social Affairs-Ministry of finance guidelines fostering mode when going to sea for the workers, employees of some trades, particularly in the work of the business units of geological disciplines as follows : I/OBJECTS: object mode is applied, research officer, census, survey, geodesy, geophysics, geology, hydrogeology, geology of the process while working on the sea.
II/the MODE BE ENTITLED: 1/quantitative diet: a. the subjects in section I above apply quantitative diet level II in the appendix to decision No 611/TTg dated 4/9/1996 of the Prime Minister.
b. calculation of quantitative influence as defined in point 3 of section I, circular No. 06/LB-TT on 28/02/1997 of the Ministry of labor, invalids and Social Affairs-Ministry of finance guidelines decision No 611/TTg dated 4/9/1996 of the Prime Minister.
c. The unit cannot be paid for by money that is held to eat, sure enough the quantitative standards in kind to objects as required. Special cases (diversionary work object), the organization may not be quantifiable standard level with money for workers, to organize themselves.
d. beneficiaries quantitative diet must pay 30% of the level of money eating rata on weight, 70% of the cost of the remaining weight diets by pays, payment resources from regular annual task of the unit (for budgeting units) or to the accounting value of the work.
e. the audience enjoy the quantitative diet don't enjoy fostering mode of toxic, dangerous in kind; eat between shifts; working mode the charge according to the current regulations; don't count on the unit cost of salary.
2/the lack of fresh water: a. the subjects mentioned above are applied freshwater shortage mode specified in point 2, article 1, of decision No 611/TTg dated 4/9/1996 of the Prime Minister.
b. identifying the lack of fresh water and how to calculate the cost of buying, transporting fresh water as specified in circular No. 06/LB-TT on 28/02/1997 of the Ministry of labor, invalids and Social Affairs-financial guidelines decision No 611/TTg dated 4/9/1996 of the Prime Minister.
c. The business units are responsible for ensuring water supply for workers, as defined, are not paid for by the money for staff, public servants do.
d. the actual disparity between Part purchase and transport of living water as standard and running water were calculated in salary is paid from the regular annual task of the unit (for budgeting units) or to the accounting value of the work.
III/IMPLEMENTATION: the base specified in this circular, the Ministry of fisheries, the General Department of meteorology hydrology guide units follow the industry regulated by the State.
This circular has effect from the date of 01/01/2000.
In the process, if there are obstacles, the proposal reflects on the Ministry of labour, invalids and Social Affairs and the Ministry of finance to study the resolution.
